Subject: A Resolution Urging the State Department of Transportation to Classify the
Capital Improvement Project for Highway 130 (Kea'au-Pahoa Road), Relating to
Feeder Roads and Alternate Routes, as a Top Priority and to Issue $15,000,000
for the Project to the County of Hawai`i Department of Public Works, Before This
Appropriation Expires on June 30, 2017.
Attached is a resolution urging the State Department of Transportation to classify the capital
improvement project for Highway 130 (Kea`au-Pahoa Road), relating to feeder roads and
alternate routes, as a top priority and to issue $15,000,000 for the project to the County of
Hawai`i Department of Public Works, before this appropriation expires on June 30, 2017.
Since timely action is necessary, I am requesting that this matter be waived through committee
for placement on the next available council agenda.

RE: Resolution No. 82-17 :A Resolution Urging The State Department Of
Transportation To Classify The Capital Improvement Project For Highway 130 (Kea'au-
Pahoa Road), Relating To Feeder Roads And Alternate Routes, As A Top Priority And
To Issue $15,000,000 For The Project To The County Of Hawai`i Department Of Public
Works, Before This Appropriation Expires On June 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
