Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for a (new or used) rubber tire bucket loader to be
used by the Department of Environmental Management, Solid Waste Division. This
equipment will be used at the West Hawai`i Sanitary Landfill to place cover material on
the refuse in order to stay compliant with the State Department of Health permits and
regulations.
The Department of Environmental Management is requesting that this resolution be
waived from the Finance Committee and be placed on the March 8, 2017 Council agenda.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for a new or used Rubber Tire
Bucket Loader for a period of five (5) years for the Department of Environmental Management, Solid Waste
Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division (SWD) is requesting to lease finance one (1) new or used (2014 or newer) Rubber
Tire Bucket Loader to be used to place cover material on the refuse at the West Hawaii Sanitary Landfill
(WHSL) in order to stay compliant with the State Department of Health (DOH) permits and regulations.
State DOH permits require that we have adequate equipment to ensure proper daily cover of the refuse.
The Rubber Tire Bucket Loader will replace a 1988 flat track loader which has exceeded its useful life and has
become too costly to repair.
Purchase price is estimated at $226,000.00, the estimated lease payment is $3,800.00 per month.
Funding is available in the FY 2016-2017 budget. The FY 2016-2017 budget includes funding to replace a
water tanker truck, however, due to the priority need of the loader, the division has decided to defer the water
tanker to a future year. This equipment will be lease financed such that the County will own the equipment at the
end of the five year lease.
We respectfully request that this resolution be waived from the Council's Finance Committee and be placed on
the March 8th, 2017 Council agenda in order to expedite the procurement of this equipment.

RE: Resolution No.91-17 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A
MULTI-YEAR LEASE FOR A RUBBER TIRE BUCKET LOADER.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
