No. 625 : PROHIBIT LOUD NOISES AT NIGHT From Prosecuting Attorney Paul De Silva dated December 26, 1973 , advising that Council might consider desirability of enacting an ordinance to allow police to handle night noise cases. X625.1: From Prosecuting Attorney De Silva dated January 4, 1974 , informing his intent was to prohibit noisemaking typified by loud parties, amplified night music sometimes played in parks at unusually late hours and similar types of disturbances. Mull, Island of Hawaii Representative, Hawaii Audubon Society, dated July 29, 1975 transmitting a copy of the response by their Society to the Negative Declaration issued by National Aeronautics and Space Administration (NASA) for their proposed IRTF observatory on Mauna Kea and encourages the County to review the Negative Declaration and send comments on the adequacy of the document to NASA, Federal Council on Environmental Quality and the State Office of Environmental Quality Control. Approve and recommend passage of Bill 109 on first reading. �No. 1204: WILLIAM ELLIS TRAIL - From Bob Krauss, Columnist with The Honolulu Advertiser, dated February 24, 1975., enclosing a copy of a proposal to establish the William Ellis Trail as a historic, public hiking trail on the Big Island and asking that the County give protection to the trail through adoption of a special ordinance recognizing its historical value. Such an ordinance might also include a request that the trail be listed in the General Plan as a historically valuable resource. 1204.2: From Planning Director Raymond Suefuji dated April 3, 1975, submitting information on the proportion of the trail which is government. owned. / c! - 1204.3 : From Planning Director dated July 11, 1975 suggesting that action requesting the County Counciltopass an ordinance recognizing the significance of thetrail be deferred until more information has been gathered. Goldberg that there shouldn' t be mandatory deposit legislation because Hawaii has programs that discourage littering and the added cost to the present high cost of goods of mandatory deposit may not be the answer to the litter problem.
