Recommend approval subject to conditions approved by the Council on March 6, 1973 for Phase 1B. • �No. 744.3 : KONA COMMUNITY DEVELOPMENT PLAN From Council Chairman Yamada dated August 12, 1975 , submitting comments on Plan from Life of the Land. • Receive and file. No. 1013.2: DOG FLY PROBLEM Copy of letter from Director of Health George Yuen to Councilman Kawahara dated July 31, 1974, informing that their Vector Control Branch has been working on the dog fly problem and they will keep Councilman Kawahara informed of any progress made for the control of this fly. Receive and file. �No. 1510: ACKNOWLEDGEMENT - COMMUNICATIONS 1463, 1472 ' & 1480 From Mayor Matayoshi dated August 18, 1974, informing that replies to communications regarding posting of gasoline prices (Comm. 1463) , Single Family Residential zoning (Comm. 1472) and sign variance request of Kamaaina Volkswagen (Comm. 1480) will be forthcoming shortly. Receive and file. / ?e C' No. 1517: LIQUOR COMMISSION - AMENDMENT TO RULES & REGULATIONS From Hideo Kuniyoshi, Director of Department of Liquor Control, dated August 20, 1975, submitting for approval amendment to rules and regulations to permit a wholesaler to sell beer only without a bonafide and specific order to retailers and dispensers. Approve amendment to the rules and regulations of the Liquor Commission. No. 1519 : ROUNDUP OF STRAY ANIMALS From Dorothea Carvalho dated August 20, 1975, commenting on proposal to roundup stray animals, spay/neuter program, and appropriation for Humane Society at Keaau. Receive and file. �No. 1520: SPAY/NEUTER PROGRAM From Mariette Austen, People for Pets, Inc. , commenting on the spay/neuter program and stating her objections to the implementation of the program by the Honolulu Humane Society, and requesting information with regard to the Humane Society at Keaau. Martin, Planning Commission Chairman, dated August 18, 1975 , submitting for adoption a bill to change the district classification from an Agriculture 3-acres (A-3a) to an Agriculture 1-acre (A-la) at Waiakea Homesteads , 2nd Series , Waiakea, South Hilo. Approve and recommend passage of Bill 157 on first reading. (Oppose: Mr. Levin) No. 1522 : REZONING REQUEST - HISASHI FUJIYAMA (Bill 158) From Arthur W. Martin, Planning Commission Chairman, dated August 18 1975 , submitting for adoption a proposed legislative bill to delete a proposed 60-foot roadway which is designated in the City of Hilo Zone Map, Waiakea, South Hilo. Approve and recommend passage of Bill 158 on first reading. RESOLUT IONS No. 447: HILO AIRPORT OVERSEAS TERMINAL Requesting State Department of Transportation to consider utilizing present Overseas Terminal site as a location for an export facility for island grown and processed commodities after it is vacated in 1976. Approve and recommend adoption. No. 455 : CONSERVATION AND REPLENISHMENT OF MARINE RESOURCES Resolves that there be stricter enforcement of existing fish and game laws and that a reassessment of the problems be made by authorities to the end that pertinent laws be made more effective with accompanying provisions for more efficient enforcement. Approve and recommend adoption. • • • PRDLC-57 - 5 - September 3, 1975 BI +010. 109 : CHARTER AMENDMENT (Comm. 1201) An ordinance to initiate a Charter amendment enabling persons attaining the age of majority to be eligible for the offices of Councilman, Mayor and Prosecuting Attorney.
