The following are the recommendations of the Planning, Research, Develop-
ment and Legislative Committee which were considered at its meeting of
October 28, 1975 :
COMMUNICATIONS
No. 227.2: ENVIRONMENTAL SHORELINE PROTECTION ACT 176
From Planning Director Raymond Suefuji dated October 9,
1975, informing that the Planning Commission is embarking
on a series of public hearings concerning the establishment
of rules, regulations , and maps pursuant to the mandates
of the Environmental Shoreline Protection Act (176 ) ; also
the Planning Department is charged with conducting separate
public hearings on the Special Management Area (SMA) maps
to indicate the official boundaries within which the
Commission shall administer the pending rules and regula-
tions. Advises of the schedule of hearings in the
respective Council districts and hopes that the Council
will make every effort to attend and participate in these
hearings.

From Councilman Fujii dated September 11, 1975 , transmitting
a letter from Mr. Dave Ford with regard to Queen's Bath.
1551.1: From Mayor Herbert T. Matayoshi dated October 15 , 1975
submitting comments.
1551.2: From Representative Jack K. Suwa dated October 13 , 1975
informing that Queen' s Bath fits into the justification
of a statewide historic * preservations program and it will
be best for the State to acquire the site.
4,d_ 1551. 3 : From Senator Richard Henderson dated October 16, 1975
suggesting that the conditions enumerated in Mr. Ford' s
letter be brought to the attention of the James Campbell
Estate as Queen' s Bath is located on property owned by
the Estate.
Receive and file communications;
and send letter of thanks to
Representative Suwa and inform
him that the County agrees that
the State should acquire the site.
Also thank Senator Henderson and
inform him that Mr. Ford' s letter
will be brought to the attention
of James Campbell Estate.
�No. 1589 : REQUEST TO USE FORMER HILO MEDICAL GROUP PROPERTY
Copy of letter to Planning Director from Dale Crowley, Jr. ,
The Henry Opukahaia School, dated October 6, 1975 ,
regarding their request to use the former Hilo Medical
Group property at 305 Wailuku Drive on a temporary basis
until they can move into their new facilities at Keaau.
They will be out of business in a few months as they
have been requested by the Haili Church to vacate their
present premises in June, 1976.

PETITION
No. 20 : RESORT DEVELOPMENT IN KAIMU BEACH AREA
From Council Chairman Robert M. Yamada dated October 17,
1975, transmitting for disposition a copy of a petition
presented at the Planning Commission' s meeting regarding
the request of Hawaii Land Corporation for an extension
of their resort complex development at Kupahua in lower
Puna.
