The following are the recommendations of the Planning, Research, Develop-
ment and Legislative Committee which were considered at its meeting of
November 24, 1975.

c_ No. 227. 7: RULES AND REGULATIONS RELATING TO ENVIRONMENTAL SHORELINE
PROTECTION (ACT 176)
From W. Y. Thompson, Executive Secretary, Hawaii Leeward
Conference, dated November 14 , 1975 , submitting for in-
formation copies of testimonies offered during the recent
hearing held on the Interim Shoreline Protection Rules and
Regulations, and Shoreline Protection Boundaries. Ex-
presses concern on the marked difference between the West
Hawaii shoreline protection boundaries as compared to the
Hilo boundaries; informs that in 1977 the State Coastal
Zone Management program *will be completed, legislation
will be enacted and CZM boundaries determined based on the
extensive and indepth studies now underway; therefore,
recommends moving cautiously now.
Refer to the Planning Department, Planning
• Commission and Corporation Counsel for possible
amendment to the rules and regulations relating
to the Environmental Shoreline Protection.

No. 1201. 3 : From Councilman Dante K. Carpenter dated November 19,
(Bill 191) 1975, requesting consideration of substituting the at-
tached bill for Bill 109 to remove any barrier which would
prevent an individual who reaches the age of majority from
running for the County elective officers of Councilman,
Mayor, and Prosecuting Attorney.
Approve and recommend passage of
Bill 191 on first reading.

1975 transmitting for information and use a copy of the
recently adopted Hilo Community Development Plan.

(Res. 482) From Deputy Corporation Counsel Lionel D. Meyer dated
November 14, 1975 transmitting for consideration a reso-
lution requesting the State of Hawaii to authorize a land
use permit for the proposed research project and temporary
facilities to be constructed at Ke-Ahole Point, which the
National Science Foundation has funded to the University
of Hawaii and Carnegie Mellon University.

present at these meetings.

Supports the re-enactment of the Sugar Act and requests
the Hawaii State Association of Counties to give its
whole-hearted support.

Bill 109 : CHARTER AMENDMENT
'(C-1201) An ordinance to initiate1 a Charter amendment enabling
