The followingare the recommendations of the Planning, Research, Develop-
ment
P
ment and Legislative Committee which were considered at its meeting of
November 25, 1975 :
1. Real Property Tax Bills Relating to Transferring Real Property Taxation
to the Counties
Support bills for counties to take over the entire
responsibility of the real property tax assessment
and collection including the powers to:
a. Grant home and other exemptions;
b . Set rates for different categories;
c . Change tax due dates ;
d . Set minimum real property tax; and
e. Impose a county real property transfer tax.
2 . A Bill for an Act Relating to Highway Safety
Support a bill to require an applicant for a driver's
license or renewal of driver's license to view a
traffic safety film now shown only to offenders of
drunk driving.
3 . Penal Code Amendments
Support a bill which would
a ermit police officer

to draw a gun to defend himself or to warn offenders
and, if necessary, to fire at escaping offenders in
the leg.
4. Rat Abatement Program (C-1523. & 1523 .1)
Refer to Hawaii State Association of Counties for
statewide support .

5 . Natural Energy Laboratory (C-l538)
Refer to Hawaii State Association of Counties
for statewide support .
6 . Opihi Preservation
Recommend Hawaii State Association of Counties
continue support of the opihi preservation program.
7 . A Bill for An Act Relating to General Excise Tax Law
Support a bill which would permit the counties
to raise the general excise tax by 1 percent .
$. Simultaneous passage of all counties of No Smoking in Public Places
Ordinance
Support an ordinance which would prohibit smoking
in enclosed public places .
9 . A Bill for An Act Relating to Public Access
Support bill.
10. Sugar Act
Refer to Hawaii State Association of Counties
for statewide support of Resolution 4$3 •
11 . Salaries
Support Kauai County Council Resolution 197
relating to administrative salaries of counties.
12 . Vehicle Weight Tax
Recommend Council take no position.

RECOMMENDATIONS
No . 1: HSAC LOBBYIST
Support the idea of hiring a lobbyist to represent the Hawaii
State Association of Counties and that the counties prorate
the cost . (Hisaoka/Yadao)
No. 2 : WIND AND SOLAR ENERGY (C-1553 )
Recommend the County of Hawaii go on record in supporting
participation with the University of Hawaii and the Hawaii
Natural Energy Institute, the project of Assessment of the
Potential of Wind and Solar Energy in Hawaii and committing
the County's share in the amount of $10,000. Inform Hawaii
State Association of Counties on the County's position and
