ment and Legislative Committee which were considered at its meeting of
December 8, 1975 :

4o. 227.9: RULES AND REGULATIONS RELATING TO ENVIRONMENTAL SHORELINE
PROTECTION (ACT 176)
From County Clerk Ted T. Suzuki dated December 1, 1975
informing that he has received the official Special
Management Area (SMA) maps for the County of Hawaii
pursuant to Act 176, SLH, 1975 and Rule 9. 2 of the
Planning Commission Rules and Regulations relating to
Environmental Shoreline Protection.
227.10: 'Copy of letter to Planning Commission Chairman from John F.
Schweigert dated November 28, 1975 commenting on illegalities
that exist in Rule 9.
27.11: Copy of letter to Director of the Department of Planning &
Economic Development from Douglas Meller, Secretary,
Shoreline. Protection Alliance, dated November 24, 1975,
informing that they believe the attached letter memorandum
from the Office of Attorney General suggests several possible
avenues for assuring that the public is afforded adequate
park areas and public access through dedication; urges them
to take a lead position in coordinating effective:anduniform
implementation of park and`access dedication provisions,-and
perhaps incorporate required changes through ongoing programs
such as the State Policies Plan, State Tourism Plan, or
Coastal Zone Management Program.

"PERMITS FOR ACTIVITIES IN NAVIGABLE WATERS OR OCEAN WATERS"

U. S. Army Corps of Engineers, from Planning Director dated
November 24, 1975 requesting their views and comments on
a potential conflict between the Planning Commission' s Rules
and Regulations for Administering the Special Management
Area and the subject Corps of Engineers Rules and Regulations.

requesting a variance to post two signs at his service
station - one advertising gasoline prices and another with
the brand name "Shell. "

recommending concurrent with the Planning Department's
and their review that the request be approved.

'No. 1652: NO SMOKING IN PUBLIC PLACES ORDINANCE
From Dorothea Carvalho dated December 3, 1975 informing that
she is in complete agreement to prohibit smoking in public
places.

RESOLUTION
�No. 495 : REVIEW OF EXISTING POLICIES REGARDING QUALIFICATIONS OF
MEMBERS OF COUNTY BOARDS AND COMMISSIONS
Directs the Office of the Corporation Counsel to review
the existing policies regarding qualifications for service
on all County boards and commissions that require Council
confirmation and seek a judiciary review as to the language
for setting such specific standards and report back to the
County Council within 90 days.
