Sterling, Jr. , Chairman, Planning Commission, submitted for adoption a bill to change the district classification for 137 acres of land from Multiple Family Residential - 4,000 square foot (RM-4) , Single Family Residential - 10,000 square foot (RS-10) and Agricultural 20-acre (A-20a) zoned districts to single Family Residential - 7, 500 square foot and Multiple Family Residential - 4,000 square foot (RM-4) zoned districts at Kukuau 2nd, Kaumana, South Hilo. Receive and file. • e _ No. 1804: COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR FISCAL (Res . 564) YEAR 1976 From Mayor Matayoshi dated March 30, 1976, submitting a resolution authorizing the filing of an application to the Department of Housing and Urban Development for a Block Grant for FY-76 under the Housing and Community Development Act of 1974 and designating the Mayor as the representative of 'the County to act in connection with the application. Approve and recommend adoption of Resolution 564. Recommend administration to include Kynnersley to Kapaau Pipeline Replace- ment in the list of projects proposed for consideration and that the McGill Tunnel Development be included in next year' s allocation. Approve and recommend passage of Bill 220 on first reading. 1808: DRAFT DOCUMENT - A PLAN FOR MAUNA KEA From Christopher Cobb, Chairman of the Board of Land and Natural Resources , dated March 23, 1976, transmitting for information and review a copy of the draft document, A Plan for Mauna Kea. Receive and file. 411 RESOLUTION No. 565 : WILLIAM ELLIS TRAIL Resolves that the owners of lands through which the Ellis trail passes be urged to allow the public to hike over the Ellis trail in order to contemplate and enjoy a trail that truly belongs to all of Hawaii 's peoples . (Intr. by: Mr. Levin) Approve and recommend adoption. RECOMMENDATIONS 44,. No. 1: POSTING OF NO SMOKING SIGNS <0,7-Y7 Recommend "No Smoking" signs be posted in the Councilroom and elevator of the Hawaii County Building. (Levin/Lai ) 4 / No. 2 : AMENDMENT TO ZONING CODE Recommend amendment to Chapter 8 (Zoning Code) , Article 27, subsection H-3 (b) ( 1) as follows : ". . .The County Council shall submit its comments and recommendations , if any, to the Planning Director within thirty ( 30) days of the date of receipt of the information.
