The following are the recommendations of the Planning, Research, Develop-
ment and Legislative Committee which were considered at its meeting of
June 8, 1976 :
COMMUNICATIONS
No. 181.5 : NOISE LAW
From Councilman Kawahara dated May 21, 1976 requesting
an investigation into complaints by citizens concerning
hazards caused in various parts of the island by aircrafts
of different types and asks if the State's noise laws are
being enforced.
Refer complaint to FAA and State
Department of Transportation,
Airports Division, for disposition.
N o. 183. 7: SEMINAR ON OHIA FOREST DECLINE
From Council Chairman Yamada dated May 27, 1976 transmitting
for consideration and disposition a letter from Robert E.
Nelson, Institute Director of the U. S . Department of Agri-
culture, regarding a seminar on the ohia forest decline
to be held on June 14, 1976, in Honolulu.

CURBS , GUTTERS AND SIDEWALKS REQUIREMENTS
PAPAALOA SUBDIVISION, PAPAALOA, NORTH HILO
From F. C. Schattauer, Manager, Laupahoehoe Sugar Company,
dated March 1, 1976, requesting consideration in repealing
the Planning Director' s recommendation of requiring curbs ,
gutters, and sidewalks for the Papaaloa Subdivision as
allowed under the subdivision ordinance.
a- 1566. 2 : From Planning Director Raymond Suefuji dated May 10, 1976,
recommending that curbs , gutters and sidewalks be installed
within the subject subdivision in accordance with acceptable
County dedicable standards ; advises that there is no formal
application for subdivision submitted at this time and
their review of the preliminary subdivision plans is for
informational purposes only. However, the Council' s action
on the proposed requirements will enable them to take
expeditious action to process the subdivision request
when submitted.

Company provided that adequate
drainage provisions be incorporated
in the subdivision plans .

Residential (RS-7.5) to a Village Commercial (CV-10)
zoned district at Haina, Hamakua.
Approve and recommend passage
of Bill 227 on first reading.

�No. 1898: PRESERVATION OF HISTORIC SITES
From Councilman Kawahara dated May 28, 1976 submitting
excerpt from the West Hawaii Today newspaper showing
damages done to Kamoa Point complex, an important
historical site, which points to the urgent need for
immediate implementation of a historical sites ordinance
together with the creation of a historical sites commission
to carry out the program of restoration and preservation
of historic sites in Hawaii County.
Receive and file in light of verbal
presentation made by Deputy Planning
Director to Committee.
�. _e_L_ No. 1899 : KAILUA VILLAGE URBAN DESIGN PLAN
(Bill 231) From Planning Commission Chairman Leon K. Sterling, Jr. ,
dated April 27, 1976 recommending draft of the Kailua
Village Urban Design Plan be adopted with the changes
as listed and transmits for information the following:
(1) copy of the draft design plan; ( 2 ) copy of the Kailua
Special District and Urban Design Review Commission' s
recommendations and ( 3) the consultant' s letter of March 11,
1976. They have elected to defer printing of the final
plan pending Council action; the final plan will reflect
all of the changes approved by the Council.
Recommend passage of Bill 231
on first reading and refer back
to Committee.
