Museum, dated August 17, 1976 submitting a copy of
their interim report on woodboring insects associated
with ohia trees .

Copy of letter to Mr. Roy Takeyama from Planning
Director Raymond Suefuji dated August 31, 1976,
granting time extension of one year until October 1,
1977 to comply with Condition B of Ordinance 148.

No. 1808. 1 : MAUNA KEA MATER PLAN
Copy of letter to Board of Land and Natural Resources
from Mayor Herbert T. Matayoshi dated August 26, 1976
requesting that : (1) action on the master plan be
deferred at their August 27 meeting on Kauai for
reasons , as listed; (2 ) Board forward a copy of the
staff report to the County of Hawaii for its review;
( 3) the County of Hawaii be allowed adequate time to
review the staff report; (4) a special meeting of the

No. 1920 : BIOCONVERSION AND FOREST PLANTATIONS
From Councilman Andrew C. Levin dated June 18, 1976,
transmitting an article from the New York Times about
bioconversion and forest plantations , and questions
what the County can do to .follow up on possibility
for generating both electric power- and jobs on the
Big Island.
1920. 1: From Mayor Herbert T. Matayoshi dated August 19, 1976
submitting .a status report on the Hawaii Biomass
Energy Study.

�No. 1969 : HILO DOWNTOWN DEVELOPMENT PLAN (BILL 232)
From Mayor Herbert T. Matayoshi dated August 10, 1976 ,
informing he is returning Bill 232 to PRDLC with his
comments for consideration and action.
1969 .1: From Corporation Counsel Clifford H. F. Lum dated
September 1, 1976, pointing out the role of the Planning
Commission under Section 5-4. 3 of the Hawaii County
Charter and recommends that the Commission should be
afforded the opportunity to comment and would have that
opportunity if the procedures set forth in Section 5-4. 3
are followed.

dated August 26, 1976, transmitting for favorable

(Con' t. ) Planning Commission to recommend approval of a change
of zone request by Raymond Smythe, et al (Bill 238) .
Approve and recommend passage of
Bill 243 on first reading.
No. 1993 : HI LO AREA COMPREHENSIVE STUDY
Copy of letter to Colonel F. M. Pender, District
Engineer, U. S. Army Engineer District, from Planning
Director Raymond Suefuji dated August 25 , 1976,
expressing support for the Hilo Area Comprehensive
Study, and suggests close attention be given to all
other planning documents prepared thus far to minimize
duplication.

ORDINANCE
Bill 242 : HSC, INC. - REZONING
(Comm. 1988) Amends Section 7. 29, The City of Hilo Zone Map,
Chapter 8 (Zoning Code) , Article 2, Hawaii County
Code, as amended, by changing the district classifica-
tion from Multiple Family Residential (RM,-.4) to Single
Family Residential (RS-7.5 ) at Kukuau 1st, S. Hilo.
