Receive and file. $, - No. 463. 13 : RESOURCE CONSERVATION AND DEVELOPMENT PROGRAM (Res . 642) From Mayor Herbert T. Matayoshi dated September 30 , 1976 informing as a result of recent action by the Secretary of Agriculture, the Big Island became one of the 10 counties in the United States to receive authorization for a Resources Conservation and Devel- opment Program authorized by PL 87-703. Lists projects being considered for inclusion in the program and asks favorable action on the resolution which grants authorization to the Mayor to execute certain documents and act as the Contracting Officer on behalf of the County of Hawaii . Yamada dated September 16 , 1976, transmitting for information the recommendation of the Board of Land and Natural Resources on the Mauna Kea Plan. Acee- 1808. 3 : From Mayor Herbert T. Matayoshi dated September 16 , 1976, transmitting for information a copy of the recom- mendations on the Mauna Kea Plan made by the staff of the Department of Land and Natural Resources to the Board of Land and Natural Resources .as presented to the Board on September 10 , 1976. Also transmits copy of statement made on September 16, 1976 at the special meeting of the BLNR by Managing Director John Keppeler expressing the administration' s concerns on the plan. Kawahara dated August 30 , 1976 , requesting the Council to; provide not only access to the ocean from Kaahumanu Highway at Kiholo and a number of other points in North Kona, but also control, supervision and security to maintain safety, law and order and refuse disposal. 1994.1 : From Planning Director Raymond Suefuji dated September 3 , 1976, submitting comments on C-1994. Receive and file. No. 2017 : SIGN VARIANCE REQUEST - SIGNAL PROPERTIES, INC. From Les Hawthorne, Signal Properties, Inc. , dated September 2, 1976 requesting a variance to erect a 31. 25 square foot sign to identify their agricultural subdivision at Waimea. 2017.1 : From Chief Engineer Edward Harada dated September 17 , 1976, recommending that the applicant either comply with the requirements of Section 3( a) ( 3) of the sign • • PRDLC-86 - 3 - October 13 , 1976 No. 2017.1.: ordinance or allow the proposed sign to be permanent (Con't. ) provided that it be reduced to a maximum size of 8 square. feet. ,e- 2017. 2: From Les Hawthorne, Signal Properties, Inc. , dated September 24, 1976, informing they will erect the sign as a temporary sign for one year with the right for a :second year if they so desire, and that they will make application to the Planning Department for • their review and permission to erect the sign. - . No. 2045 : VARIANCE PROCEDURE - RESOLUTION NO. 635 From Manager Akira Fujimoto, Department of Water Supply, dated September 21 , 1976, informing that Resolution No. 635 does not instruct the Planning Department to provide the Council with possible amendments to the existing County Zoning Code and Subdivision Code which will allow subdivisions to be created without a County dedicable water system. Requests resolution be adopted by the Council requesting the Planning Commission to forward to the Council a definite alternativeto the variance procedure in the County Zoning Code and Subdivision Code within sixty days. jSL,C- 2045.1: From Water Commission Chairperson Jay Sasan. dated September 29, 1976, informing that after discussion of Resolution 6.35, the Commission went on record to ask the Manager of. the Water Supply, Mr. Fuke of the Planning Department and Assistant Corporation Counsel Stephen Bess to -follow up on the probable solutions brought up for action at their next meeting scheduled for October 26, 1976. RequesttheWater Commission to amend the Rules and Regulations of the Department of Water Supply, _ to include a variance procedure for subdivisions to be created without a County water system to take care of the concerns expressed in Resolution .635 andalso request the Planning Commission to follow up this change with an amendment to the County Zoning and Subdivision Codes, if they feel that is necessary. ® • PRDLC-86 - 4 - October 13 , 1976 4 c.- No. 2058: REZONING REQUEST - WALTER FREITAS (Bill 248) WAIAKEA, SOUTH HILO (TMK: 2-4-44:1 and 77) From Planning Commission Chairman Leon K. Sterling,Jr. dated September 20 , 1976, transmitting for adoption a bill to change the• district classification from an Agricultural (A-la) to a Single Family Residential (RS-10) zoned district at Waiakea Homesteads, 2nd Series, Waiakea, South Hilo.
