The following are the recommendations of the Planning, Research, Develop-
ment and Legislative Committee which were considered at its meeting of
November 30 , 1976 :
COMMUNICATIONS
-No. 141: COMMISSION ON HISTORIC SITES
From Councilman Carpenter dated February 15, 1975 ,
submitting copies of letters from District Council
No. 2 of the Association of Hawaiian Civic Clubs
recommending creation of Commission of Historic Sites
for County of Hawaii ; requests concurrence which
supports the intent and discussion relative to pres-
ervation of historic sites as spelled out in the
General Plan.
141. 2 : From Mayor Matayoshi dated August 5 , 1975, informing
that inasmuch as there is a State agency (Hawaii
Foundation for History & the Humanities ) already
involved in a Statewide historic sites program, they
strongly feel that the creation of a similar body
under the control of the County is presently not
• needed, basing their recommendation on the fact that
there will be much duplication which invariably will
only lead to confusion; however, advises that they are
not against the creation of a County ad hoc committee
to service in an advisory capacity to the County govern-
ment and to Mrs . Violet Hansen and Mr. William Bonk,
the Big Island representatives on the Board of Trustees
of the Foundation.
141. 3 : From Planning Director Raymond Suefuji dated November 10,
1976 submitting update of development of an overall
Cultural Resources Functional Plan. The State Pres-
ervation Officer has given reasonable assurance that

No. 141. 3 : funds for this plan could be made available, provided
the County could come forth with some matching funds ,
which was included in this year' s operating budget.
Informs before any action is taken on the formation
of a historic sites committee or amendments made to
existing statutes , it would be best to study the
problem from an overall structure; thus they have
already begun their consultant selection process and
awaiting transfer of federal matching grant portion
before they can issue the contract.

'No. 593 : PROPOSED SUBDIVISION - KAUMANA
From Helen S . Baldwin dated December 1, 1973 , transmitting
copy of letter sent to Mr. John Farias relative to the
proposed subdivision of the tract of land planted with
eucalyptus and other trees above Ainako and between upper
Waianuenue Avenue and Kaumana Drive.
593 . 1: From Kathee Hoover asking the Council if there is anything
within its powers to prevent the subdivision of Ainako' s
eucalyptus forest, to use them.
'593 . 2 : From Satya P. Sood dated May 8, 1974, expressing his
concerns , those of the residents of the area and others
on the problems pertaining to the proposed subdivision
and the deforestation of almost 360 acres of land in
the upper Ainako area.
593 . 3 : Copy of letter to Robert D. Irvine from Planning Director
Raymond Suefuji dated June 7, 1974, informing that because
of concerns over potentiaLlflooding and drainage problems
that may ensue with indiscriminate removal of eucalyptus
trees , action has been deferred pending completion of a
study.
593 .4: From Susan S . Irvine expressing concern about drainage
and sewage problems that will be created by proposed
subdivision; submits petition with names collected by
three 8-year olds on their concern of the swimming hole
and bouncing tree in the area.
593 .5 : From Anne Leutneker, Civics Committee Chairman, Betsy
Yoder, Outdoor Committee Chairman, Hilo Woman' s Club,
dated July 2, 1974, requesting that they be informed
of any future plans for the proposed subdivision request
in the Upper Ainako area.

593 .6: From Joseph Monane dated September 15 , 1974, informing
that in view of the strong public disapproval of the
proposed development, it would seem appropriate that
the Planning Department, Planning Commission, and County
Council take necessary steps (as listed) to protect the
public interest and quality of life of the city and
community.
/6et C _ 593 . 7 : From Planning Director Raymond Suefuji dated November ,9 ,
1976 informing that all correspondence dealing with the
subject matter will be made a part of the rezoning
application file; however to date no formal rezoning
petition has been filed with their office and they do
not,-know what specific development plans the developer
has beyond the first increment. Informs also that
properties were recently reclassified from agriculture
to urban by the State Land Use Commission which may
cause the developer to reevaluate his initial plan.
Accordingly, suggests that the correspondence be received
and filed.

�No. 1652. 17 : NO SMOKING BILL 203
From Mrs . Amy Hamane, Field Director, American Lung
Association of Hawaii , dated November 11, 1976, informing
that they would be pleased to assist the administration
in appropriately placing "No Smoking" signs in other
County facilities , and that they have a number of different
signs which would be available in quantity for use.

4tce_ No. 1741. 1: "CREEPING CHANGE" IN KAILUA, KONA
From Planning Director Raymond Suefuji dated November 9 ,
1976, responding to comments from visitors from Vancouver
regarding "a creeping change" in Kailua. Because of
their concern over the proper development of Kailua
Village, they have actively embarked on the development
of a Kailua Village Design Plan which deals specifically
with the physical and social development of the village.
They are beginning to implement this Plan, which was
adopted by the Council, as funds become available.

Bill 258 : PARK DEDICATION CODE
An ordinance amending. Chapter 17, Article 3,. Section 4,
Hawaii County Code, by changing the effective date of
the Park Dedication Code to July 1, 1977.

RECOMMENDATION
No. 1: PARK DEDICATION CODE AMENDMENT
'Su3/ Amend the Park Dedication Code to delete the requirements
