Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for a D8T Dozer or its equivalent to be used by the
Department of Environmental Management, Solid Waste Division. This equipment is a
replacement to the current 2001 D8R Dozer which is becoming too costly to continue to
repair. It will be used at the West Hawai`i Sanitary Landfill to break down refuse in
order to maximize compaction in the landfill.
The Department of Environmental Management is requesting that this resolution be
waived from the Finance Committee and be placed on the March 8, 2017 Council agenda.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for one (1) D8T Dozer, or
equivalent, for a period of five (5) years for the Department of Environmental Management, Solid Waste
Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease finance one (1) D8T Dozer, or equivalent, to be used at the
West Hawaii Sanitary Landfill (WHSL) to break down refuse from the transfer stations and other compacted
refuse in order to maximize compaction in the landfill and minimize airspace used.
This dozer will replace a 2001 D8R dozer which is becoming too costly to continue to repair.
Purchase price is estimated at $900,000.00, the estimated lease payment is $15,000 per month.
Funding for the lease is included in the Fiscal Year 2016-17 budget. This equipment will be lease financed
such that the County will own the equipment at the end of the five year lease.
We respectfully request that this resolution be waived from the Council's Finance Committee and be placed
on the March 8th, 2017 Council agenda in order to expedite the procurement of this equipment.

RE: Resolution No. 96-17 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
