Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for three pickup trucks to be used by the
Department of Environmental Management, Solid Waste Division. This equipment will
replace pump trucks which have excessive mileage and are reaching the end of their
useful lives.
The Department of Environmental Management is requesting that this resolution be
waived from the Finance Committee and be placed on the March 8, 2017 Council agenda.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for three (3) Pickup Trucks for a
period of five (5) years for the Department of Environmental Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease finance three (3) pickup trucks to be used to transport
workers from the baseyards to island wide transfer stations and other solid waste facilities.
These pickup trucks will replace pump trucks that have excessive mileage and are reaching the end of their
useful lives. The Solid Waste Division is moving away from using the old style Pump Trucks for compacting
refuse trailers. The Division wil be utilizing stationary pump units that are physically located at the transfer
stations. The pickup trucks are more cost effective than the pump trucks. Replacing the aged pump trucks
will help reduce vehicle maintenance costs and down time for repairs.
Purchase price is estimated at $90,000.00 for the three pickup trucks. The estimated lease payment is
$1,800 per month.
Funding for the lease is included in the Fiscal Year 2016-2017 budget. This equipment will be lease financed
such that the County will own the equipment at the end of the five year lease.
We respectfully request that this resolution be waived from the Council's Finance Committee and be placed
on the March 8th, 2017 Council agenda in order to expedite the procurement of this equipment.

Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
