Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for two boom trucks with hydraulic arms and
grapples to be used by the Department of Environmental Management, Solid Waste
Division. This equipment will be used to pick up greenwaste, white goods and other
bulky items that are being diverted from the landfill.
The Department of Environmental Management is requesting that this resolution be
waived from the Finance Committee and be placed on the March 8, 2017 Council agenda.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for two (2) Boom Trucks with
Hydraulic Arms and Grapples for a period of five (5) years for the Department of Environmental
Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease finance two (2) Boom Trucks with hydraulic arms and
grapples to assist the division in staying compliant with the Department of Health regulations.
Additional boom trucks with hydraulic arms and grapples are needed to manage the increasing number of
bulky items being dropped off at the transfer stations. These trucks are used to pick up greenwaste, white
goods, and other bulky items that are being diverted from the landfill. Use of these trucks helps to minimize
the manual handling of these items which improves efficiency and reduces the risk of injury to our
employees. These additional trucks are needed to ensure that the items are removed in a timely manner
and that we are compliant with DOH regulations.
Purchase price is estimated at $450,000 for two boom trucks with the hydraulic arms and grapples. The
estimated lease payment is $8,000 per month for the two trucks.
Funding for the lease is included in the Fiscal Year 2016-17 budget. This equipment will be lease financed
such that the County will own the equipment at the end of the five year lease.
We respectfully request that this resolution be waived from the Council's Finance Committee and be placed
on the March 8th, 2017 Council agenda in order to expedite the procurement of this equipment.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
