Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for three roll-off trucks to be used by the
Department of Environmental Management, Solid Waste Division. This equipment will
be used to haul refuse and recyclable bins from various transfer stations to approved and
permitted solid waste and recycling facilities.
The Department of Environmental Management is requesting that this resolution be
waived from the Finance Committee and be placed on the March 8, 2017 Council agenda.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for three (3) Roll-Off trucks for a
period of five (5) years for the Department of Environmental Management, Solid Waste Division.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division is requesting to lease finance three (3) Roll-off Trucks to be used for hauling refuse
and recyclable bins from various transfer stations to DOH approved/permitted Solid Waste and Recycling
facilities.
Additional roll-off trucks are needed as the division is expanding it's use of roll-off bins for the collection of
recyclables and for the collection of refuse at lower volume sites. These roll-off trucks can also be used with
a pup trailer to increase efficiency by hauling two bins at a time.
Purchase price is estimated at $234,000 per truck. The estimated lease payment is $12,000.00 per month
for all three roll-off trucks.
Funding for the lease is included in the Fiscal Year 2016-17 budget. This equipment will be lease financed
such that the County will own the equipment at the end of the five year lease.
We respectfully request that this resolution be waived from the Council's Finance Committee and be placed
on the March 8th, 2017 Council agenda in order to expedite the procurement of this equipment.

RE: Resolution No. 100-17 RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS
OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A
MULTI-YEAR LEASE FOR THREE (3) ROLL-OFF TRUCKS.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
