The following are the recommendations of the Public Safety
and Transportation Committee which were considered at its meeting
of January 26, 1973:

,y,i • No. 46: PEDESTRIAN WALKWAY ON PALANI ROAD FROM THE NEW
KAILUA-KONG POST OFFICE TO THE SOUTH BOUNDARY OF
THE OLD POST OFFICE SITE
Copy of a letter to the Chief Engineer from
L. M. "Jack" Prince, President, Kona Chamber of
Commerce, dated December 14, 1972, requesting that
a temporary asphalt walkway be installed on Palani
Road from the new Post Office to the south boundary
of the old Post Office building due to the continuing
increase of walking traffic. Recommends that this
walkway be three feet inside with an asphalt brim
painted white to keep vehicles from encroaching into
the walkway.
Cciiri .46.1: From Chief Engineer dated January 22 , 1973, informing
that improvements to Palani Road from Kaahumanu Highway
mauka toward Holualoa will be put out to bid shortly.
Informs also that plans for the curb, gutter and
sidewalk, 100-ft. wide right-of-way road improvement
plans are being prepared for the section between
Kuakini and Kaahumanu Highways. Upon completion of
the plans and determination of the cost, land
acquisition and construction funding will need to be
proposed in subsequent C.I.P. considerations. In
the forthcoming C.I.P. curb, gutter and sidewalk
improvement of Palani Road between Alii Drive and
Kuakini Highway is being proposed for consideration.
On the subject request, the existing condition
precludes construction of a walkway without excavating
the roadside bank. Estimated cost is $35,000 for the
approximate 1, 700 foot length of walkway on the
Keauhou side of Palani Road.

From Mayor Kimura dated December 29, 1972,
submitting for confirmation appointees to the
Planning Commission, Civil Service Commission,
Water Commission, Board of Ethics , Liquor Control
Adjudication Board, Liquor Commission, Police
Commission and Board of Appeals.

INo. 70: CONSTRUCTION ON PALANI ROAD AT KEALAKEHE SCHOOL AS
INTERIM MEASURE TO THE CONSTRUCTION OF AN OVERPASS
From Councilman Kawahara dated January 4, 1973 ,
requesting a crosswalk on Palani Road at the
entrance to Kealakehe School for the safety of
the children going to the school. Recommends
the painting of warning signs on the pavement on
both sides of the crosswalk at a distance of about
200 feet which may help to reduce the hazard.
6ma.4;s . 70.1: From Chief Engineer dated January 22 , 1973, submitting
the following proposals:
1. Block off the existing pedestrian footpath.
2. Construct a new footpath at a location approximately
100 feet makai of the Kealakehe School road which
will tie in to the existing where it turns off toward
the school entrance road.
3. Construct a new footpath along the 100 ft. distance
on the school side of Palani Road to the entrance
road.
4. Paint crosswalk on Palani Road and recommend passage
of ordinance creating this midblock crosswalk.
5. Install school crossing signs and other necessary
traffic signs and markings.
6. Install new flashing light and pole between the
proposed crosswalk and the school entrance road.
7. Rumble strip is not recommended.
8. Painting of warning signs on the pavement is not
recommended.

No. 70.1: The estimated cost for the above work is $4,000.
Signs and striping cost can be from the operating
fund and is not included in the cost estimate.
Accept Chief Engineer's proposals and
refer to the Finance Director for
funding.
Request the Corporation Counsel to
prepare a bill for an ordinance to
create a midblock crosswalk on
Palani Road near the Kealakehe School.

From Councilman Matayoshi dated January 10, 1973 ,

submitting for consideration a proposed i

for an ordinance relating to slow-moving vehicles
and therequirement of emblems to identify such
vehicles.
According to the Safety Director, use of such emblems
is required by the Occupational Safety and Health Act.
Approve and recommend passage of
Bill 958 on first reading.
No. 77: TRAFFIC SIGNAL LIGHTS - WAIANUENUE-KAMEHAMEHA
BAYFRONT HIGHWAY
From Council Chairman Yamada dated January 11, 1973 ,
requesting that the subject matter be placed on the
agenda for discussion.

/ ,,s.,- No. 98: CONSERVATION OF HAWAII' S HUMAN RESOURCES
From Council Chairman Yamada dated January 19, 1973 ,
transmitting for appropriate action a copy of letter
from the Hawaii Bankers Association to Mayor Kimura,
regarding their public service project called the
Conservation of Hawaii' s Human Resources to halt
traffic deaths.
Seeks cooperation in the following areas:
1. Issuance of a mayoral proclamation near the end
of January endorsing the campaign.
2. Ask the police department to cooperate with the
project by intensifying surveillance of traffic
during the entire month of February.
3. Issue instructions for street lights in the
county to remain burning February 1 as a reminder
of the safety program.
4. Personally_- appear on radio to urge constituents
to cooperate to their fullest.
5. Provide information on high accident areas in
the county so that they can concentrate the "Life
Matters. . .Drive to Live" campaign on those places.
6. Ask County Council to endorse the safety program.
7. Ask highway crew to secure a demolished automobile
that would serve to remind motorists of the dangers
of the roadways.
8. Grant permission for "Drive to Live" signs on the
back of city buses.
9. Ask all residents to drive with headlights on the
first day of February as an indication of their
commitment.
Recommends endorsement of their
safety program.
