HomeMy WebLinkAboutREP PSTC 003 02/15/1973 1972-1976 111 • PUBLIC SAFETY AND TRANSPORTATION COMMITTEE REPORT NO. 3 Hawaii County Council Hilo,Hawaii The following are the recommendations of the Public Safety and Transportation Committee which were considered at its meeting of February 15, 1973: COMMUNICATIONS: , &c -No. 102: AMENDMENT TO THE TRAFFIC CODE From Chief Engineer dated January 24, 1973, concurring with Mrs. Emiko Nakamae's (Regional Librarian) request that parking be banned on the Hamakua side of Waianuenue Avenue from the Makai driveway of the library up to the lower boundary of the Methodist Church, and requests that Ordinance No. 39 be amended accordingly. The new library parking lot has sufficient stalls and this requested parking ban would enhance traffic safety by providing adequate sight distance to drivers exiting from either of the Library's driveways. Approve request and refer to the Corporation Counsel to prepare the proper amendment. LL .-No. 113: INVESTIGATION OF POLICE FORCE From Kenneth Antonio dated January 24, 1973, requesting the Council to conduct an investigation into his arrest for "aggravated assault" in mid September, 1972. Reports that he was brutually treated by Officer Harold' Pinnow when he was charged and would like the officer to pay for his medical bill when he went to see a doctor for his bruised eye. Informs that he filed a complaint with the Prosecuting Attorney' s Office and the Police Commission but was told that no action could be taken; therefore, appeals to the Council for assistance. No. Date: FEU 21 1973 J • • PSTC-3 -2- February 15, 1973 4e. - Comm. 118: REDUCED SPEED LIMIT OF 35 MPH ON KUAKINI HIGHWAY C-1952/PWC-81 (Item 5) From Traffic Engineer dated January 30, 1973, informing that he has no objection to lower the speed limit from 55 mph to 35 mph. Since Kuakini Highway is under the State's jurisdiction, feels that their recommendation should be seriously considered. The State has stated that no passing zones will be established at several sideroad intersections concurrent with the reduction of the speed limit. Recommend reduction of speed limit from 55 mph to 35 mph on Kuakini Highway from Palani Road to the Keauhou intersection and refer to the Corporation Counsel to prepare the proper amendment. A.&.e. Comm. 124: RESTRICTING ANIMALS AND LIVESTOCK ON PUBLIC PLACES AND PRIVATE LANDS From Chief of Police Ernest J. Fergerstrom dated February 8, 1973, informing that during 1972 the Police Department received 646 stray animal complaints but were unable to arrest due to the present requirement that they have to prove that the owner knowingly permitted his animal to stray. Submits for adoption a draft of an ordinance prepared by the Corporation Counsel which would partially cure this difficulty by empowering them to arrest the owner or keeper of a stray animal who fails to remove the animal after he has been given 24-hours' notice. Approve and recommend passage of Bill 968 on first reading. 4 -comm. 130: JONIKA PERREIRA - COMPLAINT ON MISUSE OF HELICOPTER From Council Chairman Yamada dated February 9, 1973, referring for consideration, the request of Mr. Jonika Perreira to look into the alleged misuse of the County helicopter by the vice squad. Receive and file r �l • • PSTC-3 -3- February 15, 1973 Au- Comm. 135: VEHICLES LEFT STANDING ON A PUBLIC STREET OR HIGHWAY From Chief of Police dated February 7, 1973, reporting that during the past month there havebeen three incidents in which a vehicle has been left partially upon the main travelled roadway within the City of Hilo for a considerable period of time whereby obstructing moving traffic. Submits a proposed ordinance drafted by the Corporation Counsel which would authorize a police officer to have a vehicle left standing on a public street or highway towed away at the expense of the owner.
