The following are the recommendations of the Public Safety
and Transportation Committee which were considered at its meeting
of March 15, 1973:
COMMUNICATIONS
, INo. 118: REDUCED SPEED LIMIT OF 35 MPH ON KUAKINI HIGHWAY
C-1952/PWC-81 (Item 5)
From Traffic Engineer dated January 30, 1973 ,
informing that he has no objection to lower the
speed limit from 55 mph to 35 mph. Since Kuakini
Highway is under the State's jurisdiction, feels
that their recommendation should be seriously
considered. The. State has stated that no passing
zones will be established at several sideroad
intersections concurrent with the reduction of
the speed limit.
Rescind action on C-118/PSTC-3
and recommend retention of the
55 mph speed limit on Kuakini
Highway.
,Q� C - 118.1: From Leo Fleming, Civil Engineer, informing that
he is opposed to the speed reduction on Kuakini
Highway and offers solution to the problem:
(1) Patrolling with more diligence by the police
for speeding and/or drunken driving; (2) Inter-
section deceleration and acceleration lanes
together with the proposed third truck lane;
(3) Improved highway lighting and marking/signing.
Receive and file; and transmit a
copy of the communication to the
District Engineer of the State
Highway Division.

From Henry Kawaihae dated March 5 , 1973, submitting
for consideration Public Carrier Insurance Relief
to taxpaying bus and taxi operators in the County
of Hawaii as listed.

/J.z e_No. 184: NO-PARKING ZONES
From Highway Safety Council dated February 28, 1973 ,
recommending that subsection (b) 3 of Section 17-8,
No-Parking Zones , of Ordinance No. 39 be amended
by the addition of the following:
1. "On the mauka side of Kinoole Street starting
from Wailoa Street and extending in the Hamakua
direction for 167 feet, " "to provide better
sight distance for users of the Kinoole-Wailoa
Street intersection and thereby enhance
traffic safety.
2. "On the Puna side of Kaumana Drive from Ainako
Avenue to Waianuenue Avenue between 7:00 a.m.
and 8:00 a.m. "
3. "On the Puna side of Waianuenue Avenue from
Kaumana Drive to Punawai Street between 7:00 a.m.
and 8:00 a.m. "
Items 2 and 3 would permit two thru lanes along
Kaumana Drive in the makai direction from Ainako
Avenue to Punawai Street during the peak morning
hour.
Amend Items 2 and 3 to establish
no-parking zones between 7 :00 a.m.
and 8 :00 a.m. , except Saturdays ,
Sundays and public holidays. Accept
recommendations of the Highway
Safety Council, as amended, and
refer to the Corporation Counsel to
prepare the proper amendments . < / - 98/037c->
4,e,-No. 185 : PARKING FACILITIES AT HONOLII BEACH PARK
From Highway Safety Council dated February 28, 1973 ,
recommending that the County purchase the Nicholson
property or other suitable property for the purpose
of establishing an adequate parking facility at
Honolii Beach Park and that the Department of Parks
and Recreation be provided construction funds . .
Provision of parking spaces is the only solution to
keeping an adequate route open through the area.

Traffic Engineer and Public Works
Department to continue to work
toward exppinding the mauka area of
the road for additional parking
facilities.

I10. 190: REQUESTS OF KAU SAFETY COI�7MI`1 rEE
From Councilman Carpenter dated March 13, 1973,
transmitting recommendations of the Kau Traffic
Safety Committee and requests that these be
referred to the Traffic Engineer' s Department
to investigate and report back to the Committee
for action.
Approve request.
Apo C- No. 197: IMPROVEMENT OF TEST SITE FOR DRIVER LICENSING
From Director of Finance dated March 13, 1973 ,
informing that the Police Department has requested
that the driver licensing test site at Lalamilo,
Waimea, be surfaced to reduce excessive dust
and to permit marking of test patterns . Submits
for favorable consideration Bill 978 to create the
new project and Resolution 41 to provide the funds.
Approve and refer to Finance
Committee.
