The following are the recommendations of the Public Safety
and Transportation Committee which were considered at its meeting
of April 26, 1973 :
COMMUNICATIONS
�No . 232 : COUNTY OF HAWAII EMERGENCY PREPAREDNESS PLANS
From M. 0. Isherwood, Sr. , Administrator, Hawaii
County Civil Defense Agency, dated March 30, 1973,
informing that Ordinance 17 requires that the
plans and programs in the event of a disaster or
emergency be reviewed by the Deputy Director (Mayor)
and submitted to the County Council in March of
each year. They are presently working on detailed
plans to be consolidated into a complete revision
of the County of Hawaii Emergency Preparedness Plans
and believes that his communication can serve as a
progress report on the revision and updating plans
program:

4u- No . 233 : PARKING RESTRICTIONS
From Robert J. Santos, Chairman, Highway Safety
Council, dated April 6, 1973, requesting that
Ordinance 39 be amended by the addition of the
following two items to subsection(b)3 of Section 17-8,.
NO PARKING ZONES:
rr On the Puna side of Kanoa Street between Puueo
Street and the Bayfront Highway."
TT On the makai side of Kinoole Street beginning
from Kukuau Street and extending 65 feet in
the Hamakua direction. "
Approve request and refer to the
Corporation Counsel to prepare the
proper amendments.

No. 234: PARKING ON KAHEMA_ STREET Rec . 1 PWC-$1)

1973, informing that the Highway Safety Council
has approved the recommendations of his department
regarding parking restrictions on Kahema and Hale
Streets and will be transmitting these to the
Council under separate letter:
231.1: From Robert J. Santos, Chairman, Highway Safety
Council, dated April 6, 1973, requesting that
Ordinance 39 be amended by the addition of the
following items to subsection(b)3 of Section 17-8,
NO PARKING ZONES :
1. Along the entire makai side of Hale Street .
2. On the mauka side of Hale Street startingfrom
Kahema Street and extending 85 feet towads
Waianuenue Avenue.
3 . On both sides of Kahema Street starting from
Hale Street and extending 85 feet in the mauka
direction.
Approve request of the Highway Safety
Council and refer to the Corporation
Counsel to prepare the proper amend-
ments.

,,_E.c, No . 246: INSURANCE ASSISTANCE TO SAMPAN BUS DRIVERS
From Stanley A. Nakamae, Director of Finance, dated
April 10, 1973 , recommending that insurance assistance
be extended to the sampan bus drivers for another year,
in view of the delay in implementing the bus system
and the eventual takeover of the sampan buses. Informs
that there is a balance of 8492.00 remaining in the
account set aside last year for this purpose and will
provide the necessary additional funds with the
Council 's approval:
Accept recommendation of the Director
of Finance to extend insurance assistance
to the sampan bus drivers for another
year.

'Bill 9$7: ESTABLISHING NO-PARKING ZONES (C-1$4/PSTC-5 )
An ordinance amending Section 17-$ (b 3, No Parking
Zones, of Ordinance 39 (Traffic Code) , as amended .

Approve and recommend passage on
first reading.
RECOMMENDATION
L 6, No. 1: SPEED LIMIT IN NAALEHU VILLAGE
Request the Traffic Engineer to assist the Kau
Traffic Safety Committee in pursuing the recommendation
of the community to reduce the speed limit in Naalehu
