Item (5) - Illegal Use of Parking Lights and Slow Drivers 148:1: From Ernest J. Fergerstrom, Chief of Police, dated March 6, 1973, making the following observations with regard to Item 5 : 1. The use of parking lights on a moving vehicle is not illegal. 2. The use of headlamps is required when there is not sufficient light to render discernible persons and vehicles at a distance of 500 feet. 3. The Police Department is undergoing a traffic selective enforcement program with progress releases to the media. 4. Statistics show that minimum speed and inadequate light violations are being enforced. /,, C - 148.3 : From Robert J. Santos, Chairman, Highway Safety Council, dated April 25, 1973, recommending that a speed limit of 35 mph be established on Kupulau Road and requests amendment to Section 10-5 (c) of Ordinance 39. Accept recommendation and refer to the Corporation Counsel to prepare the proper amendment. � e- ?7g. /P5Fe.-g/> hQ,, C- No. 279 : PAHOA FIRE STATION SITE - ADJUST BOUNDARY LINES TO PROVIDE ACCESS TO PROPOSED ROADWAY From Edward Harada, Chief Engineer, dated April 27, 1973, requesting Council approval to convey Lot A American Factors, Inc. , in exchange for Lot C from Amfac to provide the Pahoa Fire Station site with a proper access to the proposed roadway. No monetary exchange would be involved in the trans- action. Approve request. 282: MASS TRANSIT PROGRAM From Hawaii Island ILWU Pensioner Club Council dated April 25, 1973, soliciting aid in implementing a mass transit program for the island and urges support for the monies in the Mayor' s budget allocated for this program. Receive and file; and assure writer of the Council' s support of the allocation of funds for the transit system for Hawaii County, ,dc C - No. 287: REPUBLICAN COMMITTEE RESOLUTION 106 - TRANSPORTATION SYSTEM From Ina Akana, Secretary, Republican County Committee, dated May 3, 1973, transmitting copies of their Resolutions 104, 105, 106 and 109. Resolution 106 that the island-wide transportation system be implemented with speed and that periodic progress reports be made public. Receive and file; and recommend support of Resolution 106. • • PSTC-7 -3- June 14, 1973 C - No. 302 : RAISED PAVEMENT MARKERS d ec. 2/PSTC-44- From Richard Mitsumori, Traffic Engineer, dated May 10, 1973, submitting as requested a report on the installation of raised pavement markers. Accept recommendation of the Traffic Engineer that Alternative 1 be followed and that the Department of Public Works continue to include the installation of pavement markers whenever feasible as part of all its road projects. No. 325 : 24-HOUR FIRE STATION IN DISTRICT OF KAU From Councilman Dante K. Carpenter dated May 18, 1973, requesting the use of the $55,027 over-stated in the operational budget as submitted, to help establish a 24-hour fire station in the District of Kau rather than reducing the budget. Refer to the administration for overall review and consideration in estahT;shing 24-hour fire stations in the ruralareas in future budget presentations to the Council with the criteria to be established by the Fire Department as to minimum response time for fire apparatus from any geographic point on this island.
