Kawahara dated June 19, 1973, transmitting a copy of the minutes of the June 12 meeting of the Kona Traffic Safety Committee which points out, among other things, the increasing need for vehicular access arteries in and around Kailua. Refer to the Chief Engineer for his disposition. x 4p No. 351: AMENDMENT TO TRAFFIC ORDINANCE From Chas L. Schuster, District Engineer, Highways Division, Dept. of Transportation, dated June 26, 1973, requesting an amendment to Section 10-5(i) 5 of Ordinance 39 to establish the speed limit for the new highway in North Kohala from Mahukona towards Hawi. Also requests an amendment to Section 10-5 (c) to establish the speed limit for the Kawaihae-Mahukona Road from the intersection with the Kawaihae Road to a point 1,000 feet south of Honokoa Bridge, which is presently not covered by an amendment to the ordinance. JUL 1 8 1973 411 -2- 4.2s, C-No. 359: SLOW-MOVING VEHICLES ON HIGHER SPEED HIGHWAYS From Robert J. Santos, Chairman, Highway Safety Council, dated July 2, 1973, informing that the Police Department has received complaints of slow-moving vehicles on higher speed highways that impede the flow of traffic by causing a long line of cars for an unreasonable distance. In order to alleviate this condition, recommends that Section 10-6 of Ordinance 39 be amended. Approve recommendation and refer to Corporation Counsel to prepare the proper amendment. No. 368: HAWAII COUNTY TRANSIT SYSTEM From Edward Harada, Chief Engineer, dated July 9, 1973, submitting a status report on the Hawaii County Transit System. Receive and file. s,e- No. 369: WAILUKU DRIVE - ONE-WAY STREET From Richard Y. Mitsumori, Traffic Engineer, dated July 6, 1973, submitting a staff report regarding Mrs. E. Watson' s request to make Wailuku Drive a one-way street. Recommends the following: 1. Deny request for one-way street with parking on both sides. 2. Repaint marked stalls. 3. Study feasibility of installing parking meters. Accept the recommendations of the Traffic Engineer. AMENDED A�� C'- 356 -3- ORDINANCE Bill 1006: SPEED LIMIT - KUPULAU ROAD (C-278/PSTC-7) Amends Section 10-5 of Ordinance 39 (Traffic Code) to establish a 35 mph speed limit on Kupulau Road, from the point intersecting West Kawailani Street to the point intersecting Haihai Street. Schuster, District Engineer, Highways Division, Dept . of Transportation, dated June 26, 1973, requesting an amendment to Section 10-5 (i ) 5 of Ordinance 39 to establish the speed limit for the new highway in North Kohala from Mahukona towards Hawi . Also requests an amendment to Section 10-5 (c ) to establish the speed limit for the Kawaihae-Mahukona Road from the intersection with the Kawaihae Road to a point 1, 000 feet south of Honokoa Bridge, which is presently not covered by an amendment to the ordinance : 351.1: From Ernest J. Fergerstrom, Chief of Police, dated July 11, 1973 , concurring with the recommended amendment to Ordinance 39, Section 10-5 (i ) 5 and recommends that the amendment to Section 10-5 (c ) also include that portion of the Kawaihae Road from the vicinity of the old Kawaihae School to the Kawaihae-Mahukona Road and Kawaihae Road inter- section: Approve request of the District Engineer and additional recommenda- tion of the Chief of Police ; and refer to the Corporation Counsel to prepare the proper amendments. Comm. 356 : EMERGENCY HIGHWAY TRAFFIC REGULATION PLAN From M. 0. Isherwood, Sr. , Administrator, Hawaii County Civil Defense Agency, dated June 22, 1973 , requesting approval by the Mayor and County Council of their "Emergency Highway Traffic Regulation Plan" so that they may submit the final plan as required by Federal and State regulations : • i PSTC-$ Page 2 Comm. 356 .1: From Edward Harada, Chief Engineer, dated July 17, 1973 , informing that they do not see any problem in making the subject plan a part of the Civil Defense Plan (Ordinance No . 17 ) : Approve the "Emergency Highway Traffic Regulation Plan.
