HomeMy WebLinkAboutREP PSTC 009 08/08/1973 1972-1976 PUBLIC SAFETY AND TRANSPORTATION COMMITTEE REPORT NO. 9 Hawaii County Council Hilo,Hawaii The following are the recommendations of the Public Safety and Transportation Committee which were considered at its meeting of August 8, 1973: COMMUNICATIONS /6,cc_ No. 190. 1: REQUESTS OF KAU TRAFFIC SAFETY COMMITTEE From Traffic Engineer Richard Mitsumori dated July 27, 1973, reporting on traffic requests as follows: Items 1 and 2 : No action required. Item 3: Authorize construction of pedestrian safety areas on Mamalahoa Highway, construction of pedestrian walkway on Ohai Road, and removal or cutting back of false fig tree on mauka Pahala corner of Ohai-Mamalahoa intersection. Item 4: Amend the Traffic Code to create no parking zone on the mauka side of Mamalahoa Highway in Naalehu from the Flood Control Channel 106 feet west of Ohai Road easterly for a distance of 225 feet. Approve item 3 and refer to the Chief Engineer to submit a preliminary design and cost estimate and report back to Committee. Approve and recommend passage of amended Bill 1006 on second and final reading. No. 345 : VEHICULAR ACCESS ARTERIES IN AND AROUND KAILUA From Councilman William S. Kawahara dated June 19, 1973, transmitting a copy of the minutes of the June 12 meeting of the Kona Traffic Safety Committee which points out, among other things, the increasing need for vehicular access arteries in and around Kailua. ked- 345. 1: From Edward Harada, Chief Engineer, dated July 20, 1973, submitting comments on Councilman Kawahara' s communication (No. 345) . Receive and file and send a copy of the Chief Engineer' s report to Councilman Kawahara.. No. 377 : INTERIM TRANSPORTATION SYSTEM ('Rec. 1/PSTC-4) From Clifford H. F. Lum, Corporation Counsel, dated July 11, 1973, informing that the interim transportation system from Pahoa to Hilo has been implemented with the signing of a contract to provide bus service. Service has been provided since June 12, 1973. Receive and file. Receive and file. 110 PSTC-9 -3- August 8, 1973 -No. 395 : MAILE STREET (PAHALA) - CROSSWALK (Rec. 2/PWC-87) From Edward Harada, Chief Engineer, dated July 27, 1973, informing that a crosswalk will be striped across Maile Street upon completion of the street light installation on the pole across the pool hall. Receive and file. 4,e_ No. 396: SPEED LIMIT IN NAALEHU VILLAGE (Rec. 1/PSTC-6) From Richard Mitsumori, Traffic Engineer, dated July 25 , 1973, recommending that the request to reduce the speed limit from 25 mph to 15 mph be denied for the reasons stated and no ordinance be passed authorizing a special 15 mph speed limit. Receive and file. bc,c_ No. 399 : HIGHWAY SAFETY COUNCIL - TRAFFIC RECOMMENDATIONS From Robert J. Santos, Chairman of the Highway Safety Council, dated July 31, 1973, recommending the following: (1) Create no parking zone on Wailuku Drive between Keawe Street and Kekaulike Street; (2) Authorize STOP intersection in Hawaiian Beaches Subdivision with permissible right turns with caution at Kahakai Boulevard-Punawai Street intersection: (3) Establish no parking zones to enhance pedestrian safety at Waiakeawaena Elementary School on Puna side of Kawailani Street between Kinoole Street and Kilauea Avenue, on makai side of Kinoole Street from Kawailani Street and extending towards Hamakua for a distance of 100 feet, extension of present no parking zone on mauka side of Kilauea Avenue at the mid-block crosswalk for another 40 feet in Hamakua direction; (4) Establish no parking zones on Kinoole Street to facilitate the new traffic striping pattern and the operation of the traffic signals.
