The following are the recommendations of the Public Safety and
Transportation Committee which were considered at its.-meeting of
September 5, 1973:
COMMUNICATIONS
4,te. - No. 417: SAMPANS - STAFF STUDY & RECOMMENDATIONS
From Chief Engineer Edward Harada dated August 16, 1973,
submitting staff study regarding sampans.
Accept the recommendation of the
administration and that new
sampan buses be acquired to
supplement the 35 passenger buses
for the proposed Hilo Transit System.
� _ No. 424: TRAFFIC CONCERNS - PUNA DISTRICT
From Council Chairman Yamada dated August 24, 1973
transmitting request of Pahoa Nikkeijin Kai for
(1) Police patrol of the highway between Pahoa
and Keaau to keep the traffic moving and (2)
Patrol of Pahoa town on Sundays to control speeding.
Refer to the administration for
their disposition.
No. 425 : FIRE HYDRANTS - MT. VIEW
From Council Chairman Yamada dated August 24, 1973,
transmitting request of Daniel Hata for more fire
hydrants in the Mt. View area.
Refer to the Department of Water
Supply for their disposition.

a August 113) Prom Chief Engineer Edward Harada dated g ust 24,
1973, transmitting for consideration and adoption
a resolution authorizing the filing of an applica-
tion with the U.S. Department of Transportation for
a grant under the Urban Mass Transportation Act of
1964, as amended.
Approve and recommend adoption
of Resolution 113.
Laz C- No. 429: NORTH HILO DISTRICT - THREE MAIN GULCHES
From Councilman Farias dated August 29, 1973,
transmitting from the Concerned Students, Grade 6
of Laupahoehoe High & Elementary School, a report
entitled "A STUDY IN BUREAUCRACY: Hazardous
Conditions in the Three Main Gulches in the North
Hilo District. "
Transmit drawings done by the
students to the State District
Engineer and ask him to meet with
the students to resolve their concerns.
ORDINANCE.
Bill 968: RESTRICTING ANIMALS AND LIVESTOCK ON PUBLIC PLACES
AND PRIVATE LANDS
Restricting animals and livestock on public places
and private lands by empowering the Police Department
to arrest the owner or keeper of a stray animal who
fails to remove the animals after he has been given
24-hours' notice, and repealing Ordinance 49.

Approve and recommend adoption
on second and final reading.
RECOMMENDATION
1L No. 1: HONAUNAU ROAD - KONA
Request the Traffic Engineer to look into the
possibility of installing NARROW DANGEROUS ROAD.
PROCEED AT YOUR OWN RISK signs on the Honaunau Road.
