The following are the recommendations of the Public Safety and
Transporation Committee which were considered at its meeting of
October 3, 1973:
COMMUNICATIONS
e - No. 124. 1: RESTRICTING ANIMALS AND LIVESTOCK ON PUBLIC PLACES
AND PRIVATE LANDS (Bill 968 - Ordinance 607)
From Gordon Lent, General Manager, Parker Ranch,
dated September 17, 1973, asking consideration to
provide exemptions of the areas designated as Open
Range and/or provision put in the ordinance that
would allow the appropriate official to designate
the certain road as Open Range and not be affected
by the ordinance.
Approve request and refer to the
Corporation Counsel to prepare an
amendment to Ordinance 607 to exempt
areas designated as Open Range from
the provisions of the ordinance.
$� C- No. 190. 2: OHAI STREET PEDESTRIAN WALKWAY
NAALEHU, KAU (C-190. 1/PSTC-9--Item 3)
From Edward Harada, Chief Engineer, dated
September 25, 1973, submitting the preliminary
design and cost estimate of $13,000 for the
subject project. Improvements include a pedestrian
walkway on the Hilo side of Ohai Street between
Mamalahoa Highway and the curve at the top of Ohai
Street, a distance of 1, 246 feet, and pedestrian*
safety areas on both sides of the crosswalk on'
Mamalahoa Highway.
Approve of the project and refer
to the Finance Committee for
funding.

��- e- No. 445 : ORDINANCE 38 - TAXICABS
From Stanley A. Nakamae, Director of Finance, dated
August 27, 1973, submitting for approval a bill
which proposes to repeal the arbitrary and capricious
section of Ordinance No. 38 which restricts the
opportunity to obtain additional taxicab permits
only to licensed taxicab owners. Informs that the
Corporation Counsel has advised that the restriction
be removed because it may be an unlawful exercise
of police power.
Approve and recommend passage of
Bill 3 on first reading.
c- No. 474: AMENDMENTS TO TRAFFIC CODE
From Robert J. Santos, Chairman, Highway Safety
Council, dated September 17, 1973; recommending
amendments be made to Chapter 6, Trafficc-.CodeAf'''
Ordinance No. 1, Hawaii County Code on the
following:
1. "No Parking - Passenger Loading Zone" on the
mauka side of Kapiolani Street.
2. "No parking" zone along the Hawi side of the
access road to Kohala Civic Center.
3. "No Parking" zone along the Puna side of
Ponahawai Street.
Accept recommendations on Items (1)
and (2) and refer to the Corporation
Counsel to prepare the proper amendments.
(Item 3 - Deferred in Committee. )

e- No. 484: 24-HOUR FIRE PROTECTION - KAWAIHAE, PUAKO & MAHUKONA
Prom Council Chairman Yamada dated September 21, 19/3,
referring for appropriate disposition the request by
Mr. Archie Hapai, III, to coj.side' the creation of
four full-time fire fighter positions- at a cost of
approximately $40,000 annually to implement 24-hour
protection for the area of Kawaihae, Puako and Mahiikona.
Assure Mr. Hapai that the Council
is looking intra, this matter and
refer to the 1974-1975 budget for
consideration.
c - No. 496: RESOLUTIONS - HAWAII STATE LAW ENFORCEMENT OFFICIALS
ASSOCIATION
From Roy K. Hiram, President, Hawaii State Law
Enforcement Officals Association, enclosing for
information and consideration the following reso-
lutions adopted at their Twentieth Annual Conference:
Resolution No. 2 - Requesting a sick leave incentive
plan.
Resolution No. 4 - Requesting an appropriation for
completion of a pending actuarial
survey of retirement benefits for
policemen and firemen.
Resolution No. 5 Requesting the implementation of
standards and goals proposed by
the National Advisory Commission
on Criminal Justice.
Refer Resolution 2 to the Legislative
Committee for consideration. (Reso-
lutions 4 and 5 - Deferred in Committee. )
- d - No. 498: PALANI ROAD - KEALAKEHE SCHOOL
From Councilman Kawahara dated September 26, 1973,
submitting for consideration and immediate implementation
the following recommendations :
1. Palani Road by Kealakehe School be declared a
school zone and signs be posted accordingly at
both ends of a 500-foot section of the road.
2. Speed limit in this zone be set at 15 miles an
hour and signs be posted to that effect at both
ends of the school zone.
3. Police department keep a close surveillance of
this problem area, particularly during the morning
and afternoon peak pupil movement periods.

Recommend passage of Bill 4 on first
reading to take care of Items (1) and
(2) .
Refer Item (3) to the Police Department
for their consideration.
