The following are the recommendations of the Public Safety
and Transportation Committee which were considered at its meeting
of November 14, 1973:
'COMMUNICATIONS
No. 50.2: INTERDEPARTMENTAL TRANSPORTATION CONTROL COMMISSION
From Mayor Shunichi Kimura dated October 18, 1973)
informing that they are basically in accord with the
Commission's primary objective of controlling trans-
portation units but have no constructive solutions,
and asks for more time to arrive at a solution:
Approve request.
No. 496: RESOLUTIONS - HAWAII STATE LAW ENFORCEMENT OFFICIALS
ASSOCIATION
From Roy K. Hiram, —President, Hawaii State Law Enforce-
ment Officials Association, enclosing for information
and consideration the following resolutions adopted at
their Twentieth Annual Conference:
Resolution No. 2 - Requesting a sick leave incentive
plan.
Resolution No. 4 - Requesting an appropriation for
completion of a pending actuarial
survey of retirement benefits for
policemen and firemen.
Resolution No. 5 - Requesting the implementation of
standards and goals proposed by
the National Advisory Commission
on Criminal Justice:
Support Resolution No. 4 and refer to
the Legislative Committee for lobbying
at the next session of the legislature.

'No. 534: OVERPASS AT KEALAKEHE SCHOOL
Copy of a letter to Mayor Kimura from Mark B. Perlmutter,
Chairman, Organizations Kona, dated October 12, 19732
informing that they voted to support the construction of
an overpass at Kealakehe School as soon as possible:

Letter to the Editor, Hawaii Tribune Herald, from
Thomas J. Pflueger, dated October 20, 1973, regarding
his observations of the police department:

IcJ- No. 559: AMENDMENT TO TRAFFIC CODE
From Robert J. Santos, Chairman, Highway Safety Council,
dated October 31, 1973, recommending that Item 59 under
the heading "South Hilo" in Schedule 8 of Section 8,
Article 15, Chapter 6, Ordinance No. 1 (Hawaii County
Code) be amended to prohibit parking on the mauka side
of Ululani Street at anytime:
Accept recommendation and refer to
the Corporation Counsel to prepare
the proper amendment.
No. 567: INSTALLATION OF TRAFFIC SIGNS ON HONAUNAU ROAD
(Rec. 1/PSTC-11)
From Richard Mitsumori, Traffic Engineer, dated
November 2, 1973, informing that after conferring with
the Corporation Counsel's Office, recommends against
the installation of "NARROW DANGEROUS ROAD - PROCEED
AT YOUR OWN RISK" signs on Honaunau Road:

No. 574: MAXIMUM SPEED LIMIT
(Bill 13) From Mayor Shunichi Kimura dated November 9, 1973,
submitting for adoption a bill to amend Section 1,
Article 8, Chapter 6 (Traffic Code), Hawaii County
Code, as amended, by limiting the speed limit to
50 miles an hour. This is to comply with the request
of President Nixon to conserve energy:
Approve and recommend passage of
Bill 13 on first reading.
RECOMMENDATIONS
4 0--e No. 1: IMPROVEMENTS TO SADDLE ROAD
Request the administration in the preparation of the
1974-1975 CIP budget to consider the advisability and
feasibility of having a study made for Saddle Road
improvements, and also plans for a new road from
Humuula to Kona.

No . 2 KANOELEHUA AVENUE - TEMPORARY SIGNAL LIGHTS
Request the State Highway Division to look into the
feasibility of installing temporary signal lights at
the intersections of Leilani-Kanoelehua and Lanikaula-
Kano elehua
