The following are the recommendations of the Public Safety and
Transportation Committee which were considered at its meeting of
December 12, 1973:
COMMUNICATIONS
No. 496: RESOLUTIONS - HAWAII STATE LAW ENFORCEMENT OFFICIALS
ASSOCIATION
From Roy K. Hiram, President, Hawaii State Law
Enforcement Officials Association, enclosing for
information and consideration the following
resolutions adopted at their Twentieth Annual
Conference:
Resolution No. 2 - Requesting a sick leave incentive
plan,
Resolution No. 4 - Requesting an appropriation for
completion of a pending actuarial
survey of retirement benefits for
policemen and firemen.
Resolution No. 5 - Requesting the implementation of
standards and goals proposed by the
National Advisory Commission on
Criminal Justice.
'No. 496.2: From Noboru Shimabuku, Chairman, Police Commission,
dated November 23, 1973, submitting comments on
Resolution 5.
Accept recommendation of the Chairman
of the Police Commission and that the
Committee approve Resolution 5 in
principle, subject to existing budgetary
constraints.

AALC, No. 588: STREET CROSSING ASSISTANCE PROGRAM
From Mayor Shunichi Kimura dated November 21, 1973,
transmitting for consideration, a proposed "Street
Crossing Assistance Program" to be tried at the
listed schools. The cost for 6 adult crossing
supervisors for the January-June, 1974 period is
about $3,600.
Recommend approval of the program
and request the Director of Finance
to set up the funds.
VNo. 605: INSPECTION FEE FOR SAFETY STICKERS
From Shoichi Muramoto, President, Garage and Service
Station Association of Hawaii, dated December 12, 1973
requesting the Council to raise the safety inspection
fee from $3.00 to $6.00 due to the rising labor costs.
Approve request and refer to the
Corporation Counsel to prepare an
amendment to Chapter 5, Traffic Code,
Article 19, Sec. 3, to increase the
inspection fee from $3.00 to $6.00.

AMENDMENT
Comm. 605 : INSPECTION FEE FOR SAFETY STICKERS
From Shoichi Muramoto, President, Garage and
Service Station Association of Hawaii, dated
December 12, 1973 requesting the Council to
raise the safety inspection fee from $3.00
to $6. 00 due to the rising labor costs.
