Transportation Committee which were considered at its meeting of
January 17, 1974:
COMMUNICATIONS
No. 445.1: LIMITATION IN NUMBER OF TAXIS - ORDINANCE 363
From Karel Fisher, Interdepartmental Transportation
Control Commission dated December 28, 1973, requesting
an explanation of the rationale used in establishing
the limit of one taxicab for each 1200 resident
population and asks whether the visitor (tourist)
population was considered in the limitation of the
number of taxicabs in the County of Hawaii.

to reply to writer.
C�No. 602: KANOELEHUA AVENUE - TEMPORARY SIGNAL LIGHTS
(Rec. 2/PSTC-14)
From Chas L. Schuster, District Engineer, Highways
Division, State Dept. of Transportation, dated
December 10, 1973, informing that the installation
of temporary signal lights at the intersections
of Leilani-Kanoelehua and Lanikaula-Kanoelehua is
not warranted by current traffic volumes based on
warrants indicated in the Manual on Uniform Traffic
Control Devices.
Receive and file and transmit a
copy of the letter to the Hilo
Contractor' s Association for their
information.

Comm. 630: POLICE COMMUNICATION SYSTEM & INSTALLATION OF
(Bill 1023) HIGHWAY CALL BOXES - FUNDS
From Stanley A. Nakamae, Director of Finance,
dated January 4, 1974, informing that a study
on upgrading the police communication system and
installation of highway callboxes was recently
completed and they are preparing to proceed to
the next phase of the project which involves
drafting of bid specifications, bidding and
evaluation of bids. The acquisition and installation
of the system is expected in fiscal year 1974-1975.
Submits for consideration a bill appropriating
$60,000 for consultant services for this system.
Supplemental funds for construction must be provided
when bids are received later this fiscal year.
Support request and refer
Bill 1023 to the Finance
Committee for consideration.
No. 631 : PUBLIC SAFETY BUILDING
(Res. 169) From Stanley A. Nakamae, Director of Finance,
dated January 4, 1974, informing that bids have
been opened on December 20, 1973, for construction
of the Public Safety Building and that the project
is short $889, 715 in CIP funds and a yet to be
determined amount for office furniture and
furnishings that will be included in the operating
budget.
Submits for consideration a resolution to transfer
the necessary funds from the Kona Sewer Phase III
project to the Public Safety Building project as
the sewer project has been delayed because of
Federal funding problems.
Support request and refer
Resolution 169 to the Finance
Committee for consideration.

k, C-No. 638: TRAFFIC CODE AMENDMENTS - HAMAKUA DISTRICT
From Edward Harada, Chief Engineer, dated January 8, 1974,
requesting amendments to the Traffic Code on the following
requests of the Hamakua District Police:
1. Establishing a "No Parking-Loading Zone" in front
of the covered walkway on Pakalana Street,
2. Marking of the No-Parking Zones on Pakalana Street;
3. Revising the time limits of the one-way pattern on
Pakalana Street; and
4. Revising the time limits of the one-way patterns on
Paauilo School Road and Paauilo School Park Road.
Approve request and refer to the
Corporation Counsel to prepare the
proper amendments.
�No. 643 : ANIMAL-DRAWN TRANSPORTATION ORDINANCE
From Earl T. Nakasato, Deputy Corporation Counsel, dated
January 8, 1974 submitting comments on regulations
regarding animal-drawn transportation, as requested by
Councilman Farias.

4.m C- No. 645 : SPEED LIMIT BETWEEN HONALO AND CAPTAIN COOK
From Richard Santos, Chairman, Highway Safety Council,
dated January 9, 1974, recommending that the Traffic
Code be amended to set a-30 mph speed limit on
Mamalahoa Highway between Honalo and Captain Cook.
Since Most of the area .is now developed and there are
numerous curves in the 4. 7-mile section with mingling
short sections of 35 mph and 30 mph speed zones, feels
that a lower and constant speed limit would be most
suitable for this section.
Accept recommendation and refer
to the Corporation Counsel to
prepare the proper amendment.

�No. 647: HAWAII COUNTY TRANSIT SYSTEM - OPERATING REPORT
From Walton Wood, Transit Manager, dated January 10, 1974,
dubmitting consolidated Trip Reports showing passengers
carried, costs, revenues and subsidy for the following
routes: Waiohinu-Hilo; Laupahoehoe-Hilo-Pahoa;
Captain Cook-Hilo. The Honokaa and Kona shuttle reports
are not shown.

ORDINANCES
Bill 21: AMENDMENTS TO TRAFFIC CODE (C-359/PSTC-8)
SLOW MOVING VEHICLES ON HIGHER SPEED HIGHWAYS
Amends Section 6 of Chapter 6, Article 8, Hawaii County
Code, as amended.
(Introduced by Mr. Hisaoka)
Approve and recommend
passage of Bill 21, as revised,
on first reading.
RECOMMENDATIONS
t , No. 1: BICYCLE SUNDAYS
Request the Traffic Engineer and the Parks & Recreation
Director to look into the advisability and possibility
of closing off certain roads to motor vehicular traffic
on Sundays to allow bicyclists the leisurely enjoyment
of bicycling for recreational purposes.

No. 2 : TRAFFIC LIGHTS - KINOOLE-KAWAILANI STREETS
Request the Traffic Engineer to look into the possibility
and feasibility of installing traffic lights at the
intersection of Kinoole-Kawailani Streets.

Request the Legislative Auditor to look into the pricing
of gasoline and other fuels on -the Island of Hawaii and
determine responsible controlling authorities for
