The following are the recommendations of the Agriculture and
Visitor Industry Committee which were considered at its meeting of
January 9 , 1973:
COMMUNICATIONS :
�No. 47: BAGASSE DISPOSAL POLICY OF SUGAR PLANTATIONS
From Councilman Carpenter dated December 26, 1972 ,
submitting for information a letter from the Hawaii
Island Planters ' Association regarding the bagasse
disposal policy of the various sugar plantations
on Hawaii.

4m( -No. 57: USDA - REQUEST FOR RELEASE OF FUNDS
From United States Senator Hiram L. Fong, dated
December 21, 1972 , enclosing a copy of the reply
to his recent letter urging the U. S. Department
of Agriculture to release the $500 ,000 appropriated
by Congress this year for tropical agriculture
research. The reply from Dr. Ned.D. Bayley, Director
of Science and Education, USDA, indicates that, because
of budgetary restraints in the current 1973 fiscal
year, it is not likely these funds can be released.
However, the Department does intend to submit to
Congress an analysis and recommendations on tropical
research prior to appropriations hearings on the
fiscal year 1974 budget.
Refer to the Department of Research
and Development for continuous follow-
up and to keep apprising the Committee
on latest developments.

No. 58: UPDATED INFORMATION ON CORAL USED FOR
AGRICULTURAL PURPOSES ON HAWAII (C-2114)
From Dr. Fujio Matsuda, Director, State Department
of Transportation, dated December 26, 1972 ,
informing that more recent data supplied by the
Hawaiian Sugar Planters ' Association and confirmed
by updated records from their Harbors Division
Hawaii Office indicate that current usage on Hawaii
for sugar cane lands was around 22 ,000 tons annually
in 1971. For projection purposes , future agricultural
usage of coral for sugar cane lands can now be
estimated at 25,000 tons per year.

RECOMMENDATION
,4 4 No. 1: SETBACK REQUIREMENTS - ZONING ORDINANCE
Request the Planning Department to confer with
Mr. Richard Matsumoto of Kealakekua regarding their
problem of setback requirements (Ordinance 63 , )
Section 13-F) and to consider amending said section
to assist the tomato farmers. Request the Planning
Department to submit its recommendation to AVIC by
its next committee meeting together with the proposed
amendment, if reasonable.
