The following are the recommendations of the Agriculture and
Visitor Industry Committee which were considered at its meetings of
March 7 and March 13 , 1974:
COMMUNICATIONS
No. 183.2: STATUS OF OHIA DECLINE
Copy of letter to Dr. C. Peairs Wilson, Director,
College of Tropical Agriculture, U.H. , from Tom K. Tagawa,
State Forester, dated February 20, 1974, informing of
' their disappointment with the irresponsible manner with
which the University of Hawaii scientists release research
findings to the public. (Refer: "Ohia Tree Decline Result
of Starvation, " Hawaii Tribune Herald, February 17, 1974)
Receive and file.
,_sem C- No. 679: REPORT ON THE COFFEE INDUSTRY OF HAWAII
From Mayor Shunichi Kimura dated February 6, 1974,
submitting a "Report on the Coffee Industry of Hawaii"
prepared by the County and the State Department of
Agriculture, and urges favorable consideration of the
recommendation contained in the report.
Recommends full support
to the Kona Coffee Industry.

legislative bills for consideration.
Recommend the following:
H.B. 2709-74 - Appropriation to Accelerate Ohia Decline
Study.
H.B. 2795-74 - Appropriation for the Control and
Eradication of Papaya Virus Diseases.
H.B. 2832-74 - Aid to Kona Coffee Processors
S.B. 1472-74 - Appropriation for Developmental
Modification of the Papaya Mechanical
Harvester and Spraying Equipment.

Recommend Council support bills.
S. ;.. 1880-74 - Use of Public Lands for Agricultural
Purposes.
Oppose on the basis that while the
bill has merit, there is a provision
that is not in keeping with the
principle of home rule. It has taken
away the powers of zoning and subdivision
control which is so necessary for
County government and for the Big Island
to expand in the way the County feels
we ought to expand in agriculture.
