The following are the recommendations of the Legislative
Committee which were considered at its meeting of January 26, 1973 .

, :V • No. 1895. 3 : BILL FOR AN ACT RELATING TO AGRICULTURAL PRESERVES

From Haruo Oda, Deputy Corporation Counsel, dated
November 1, 1972, submitting re-drafted H. B. 1863-72
in its entirety for the perusal of the Council and
perhaps for resubmission to the 1973 legislature.
Informs that the three bills relating to agricultural
preserves failed to pass in the 1972 legislative
session.
Refer to the Finance Director
to determine the loss of
revenues to the County should
the bill be enacted and refer
to Committee of the Whole.

From Haruo Oda, Deputy Corporation Counsel, dated
October 31, 1972, submitting as requested a bill
for an act relating to abandoned vehicles in the
custody of the counties .
Refer to Committee of the Whole.

From Timothy Bryan, Chairman, YMCA Youth Advocates ,
dated December 12 , 1972, suggesting that the
Council initiate the following:
1) Scheduling Council Committee and Council meetings
in the evenings.
2) Advance printing of the agendas of meetings ,
including a short resume on each issue and
listing the options for action that can be
taken at the meeting.
Inform the Youth Advocates
that the Council and its
committees intend to hold
meetings in the evening when
the occasion arises on important
public issues as often as may be
required.
Also inform the writer that the
agenda and communications are
available in the Office of the
County Clerk for review by the
general public.
No. 94: KULAIMANU HEIGHTS DEVELOPMENT
From Richard Harada, ILWU Local 142 Hawaii Division
PAC Chairman, dated January 16, 1973, requesting
the Council to lobby at the legislature for the
appropriation of funds for the construction of:
(1) a channelized intersection on the Belt Highway
at the mauka and makai entry into the proposed
Kulaimanu Heights development area; and (2) sewage
treatment facilities ; and to appropriate matching
County funds, if necessary. If these additional
costs , which are primarily public requirements,
were to be borne by the developer, the employees
would not be able to afford the price of the
lots in the proposed subdivision.
Approve request to lobby at the
State Legislature for the
appropriation of funds. Also
refer to the Public Works and
Planning Departments to determine
whether or not these are requests
that should be borne by the County
or other parties.
