Re: Capital Budget
The Department of Public Works is requesting to add an appropriation to Ordinance 16-73,
the Capital Budget, for their Hakalau Bridge project. Enclosed is a bill for an ordinance to
add the project titled "Hakalau Stream Bridge Repairs Project" and to appropriate
$5,000,000 ($4,000,000 of federal funds and $1,000,000 of County funds) to the Capital
Budget for this project.
The Department of Public Works requests that a breach be authorized to submit this bill
after the February 16, 2017 submission deadline and to waive it from the finance
committee in order to expedite this critical project. If there are any questions, please do
not hesitate to call Frank DeMarco, Director of Public Works, at 961-8321.

Amend CIP Budget Ordinance 16-73 to add the following project:
Hakalau Stream Bridge Repairs Project- County $1,000,000
Hakalau Stream Bridge Repairs Project - Fed $4,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hakalau Bridge has been inspected and declared unsafe for use. It has been closed to all traffic,
denying access to Hakalau Park. The County is seeking federal assistance for the repairs, and the formal
name of the project is:

RE: BILL NO. 17 : AN ORDINANCE AMENDING ORDINANCE
NO. 16-73, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND
FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2016 TO JUNE 30, 2017.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
