The following are the recommendations of the Legislative
Committee which were considered at its meeting of September 5 , 1973 :
COMMUNICATIONS

//Ed.- No. 423: COLLECTIVE BARGAINING - REPEAL LAW
From Council Chairman Yamada dated August 24, 1973 ,
transmitting request of Mrs. Mary Torres for the
Legislative Committee to look into the Collective
Bargaining law and to consider repealing this law at
the next session of the Legislature.
Refer to the Corporation Counsel
to determine what affect the
repeal of the Collective Bargaining
Law would have on the contracts
recently ratified by the counties.
�No. 430: CONFLICT OF INTEREST - COUNTY COUNCIL
Copy of letter from Mary C. Torres dated August 30,
1973, to the Board of Ethics requesting an opinion on
whether a conflict of interest exists within the
County Council as six of its members are associate
members of the Hawaii Government Employees ' Association.
Also points out that other elected officials and
appointed department heads are associate HGEA members
and that they are not able to make any policy' changes
without first conferring with HGEA since collective
bargaining came into effect.
