The following are the recommendations of the Legislative
Committee which were considered at its meeting of October 2, 1973 :
COMMUNICATIONS
No. 423.1: COLLECTIVE BARGAINING LAW
From Mary C. Torres, Local 646, Hawaii Division PAC
Chairman, requesting Communication 423 and Legislative
Committee Report No. 10 be recalled and that the
Council consider the wording on the collective bargaining
law as stated in her communication.
423.2: From Jackson Ah Chin, Division Director, UPW Local 646,
AFSCME, AFL-CIO, Hawaii Division, dated September 27,
1973, informing that they do not seek a repeal of the
collective bargaining laws, only if any existing law
and/or laws are in conflict. Informs also that the
statement made at the Council meeting of September 26
were solely that of the individual and not the views
of the UPW, Local 646, AFSCME, AFL-CIO.
423.3 : From Haruo Oda, Assistant Corporation Counsel, dated
September 20, 1973, informing that they must defer
commenting on the referral to their office "to determine
what effect the repeal of the collective bargaining law
would have on the contracts recently ratified by the
counties, " because there is no mention of how the
collective bargaining act is proposed to be repealed.
Requests that specific proposals or amendments be
submitted to them.
Receive and file and refer to
the Hawaii State Association of
Counties for discussion.

/ No. 434.2 : POLICY OF LEASING PUBLIC LANDS
From Governor Burns dated September 5, 1973, acknowl-
edging receipt of Resolution 107 and informing that
he has directed the Departments of Agriculture and Land
and Natural Resources to look into the request. Upon
receipt of the completed reports, informs that he will
communicate with the Council again.

c- No. 447: DOG LEASH LAW
From Council Chairman Yamada dated September 5, 1973,
referring for appropriate disposition a request by
Mr. Antone Fernandez for a dog leash law.
No. 494: From Mrs. Dorothea F. Carvalho dated September 26, 1973,
requesting the Council to enact a leash law.
No. 494.1: From Mary W. Earl, Civics Chairman, Hilo Woman's
Club, dated October 2, 1973, adding their support
to the request for a dog leash ordinance.
Request the Legislative Auditor
for an update on all previous
information relative to the dog
leash law as it may pertain to the
animal control law.
lacr_. c- No. 499: DEPARTMENT OF TRANSPORTATION'S 1975-1980
CAPITAL IMPROVEMENTS PROGRAM
From E. Alvey Wright, Director, State Department of
Transportation, dated September 21, 1973, soliciting
assistance from the Council to obtain recommendations
on projects under their jurisdiction located in Hawaii
County that warrant high priority to help them in the
formulation of their CIP Program. They would appreciate
receiving the recommendations by October 12, 1973.
