No. 361. 1: LIQUOR COMMISSION - AMENDMENT TO RULES & REGULATIONS From Hideo Kuniyoshi, Director, Department of Liquor Control, dated February 6, 1974, submitting for approval an amendment to the rules and regulations of the Liquor Commission to redefine the word "stacking" to conform to the practice of permitting a "back up" drink. Approve amendment to the rules and regulations . No. 666 : LEGISLATIVE BILLS From Mayor Shunichi Kimura dated January 16, 1974, transmitting for information a list of bills which are supported by the State Commissioners and Directors of Personnel Services . Recommend support of the following bills : 1. H.B. No. 1498 - Relating to (S.B. No. 1090) Compensation of Public Officers and Employees. 2. H.B. No. 1499 - Relating to Leave (S .B. No. 1086) of Absences 3. H.B. No. 1497 - Relating to (S .B. No. 1089) Public Employment 4. H.B. No. 1500 - Relating to (S .D. No. 1091) Purchasing Credits for Military Service Under the Employee Retirement System 5. H.B. MAR • • LC-15 - 2 - February 26, 1974 Axe 0- No. 680: LIAISON OFFICIAL ON COUNCIL MATTERS From George Abe, Manager, Hawaii Island Chamber of Commerce, dated January 30, 1974, informing that they have assigned one of their directors, Mr. Edward "Skippy" Hashimoto, to be the liaison official to work directly with the Council Chairman and Legisla- tive Committee Chairman on all Council matters . Asks whether such an arrangement meets with the approval of the Council and informs that they will welcome any suggestions. Receive and file. Ac., 0,- No. 688 : HOUSE BILLS From Ralph W. Kondo, Director of Taxation, dated February 11, 1974, transmitting for comments or recommendations the following bills which their department has submitted to the legislature that may affect county revenues : H.B. 2218-74(Q-4) - Amends real property provisions dealing with home exemption. H.B. 2331-74(Q-6) - Reduces the amounts of refunds and credits available to victims of natural disasters. Inform Mr. Kondo that the County' feels that H.B. 2218-74 should not be implemented as the bill may seriously hamper the income source of the County of Hawaii by approximately 5 percent, unless it can be replaced by a State appropriation of the like amount. (H.B. 2331-74 deferred in Committee. ) Aec G- No. 690 : PUBLIC MEETINGS From Marcia Reynolds, President, Big Island Press Club, dated February 20, 1974, calling attention to the provisions of the County Charter (Section 13-20) which require the County Council to hold public meetings and to take official action only during such meetings , and pointing out that the Council ® • LC-15 - 3 - February 26, 1974 and the Mayor on February 6 conducted an illegal meeting to make a decision concerning the gasoline crisis. Receive and file; and advise writer that the February 6 meeting with the Mayor was not an illegal meeting but the meeting was in fact for the purpose of dissemination of information on the GASPLAN Idea. Also inform the writer that meetings where official action is taken have been open to the public and shall continue to be in conformance with the County Charter. AL ,- No. 696 : LEGISLATIVE BILL - IMPRINTING CUSIP IDENTIFICATION NUMBERS ON BONDS From Stanley A. Nakamae, Director of Finance, dated February 20, 1974, submitting for consideration in introducing and supporting at the Seventh Legislature 1974 Session, a bill relating to imprinting CUSIP (Committee for Uniform Security Identification Pro- cedures ) identification numbers on bonds . Recommend support of the bill and lobby for its introduction. ,CSS` a - No. 697: HB 2491-74 - PLANNING & DEVELOPMENT OF NORTH KOHALA From Legislative Committee Chairman Frank De Luz III dated February 25, 1974, submitting for consideration HB 2491-74 relating to planning and development of North Kohala: Recommend support of HB 2491-74. cQ, e-- No. 701: LEGISLATIVE BILL - REAL PROPERTY TAX DUE DATES From Councilman Dante K. Carpenter dated February 26, 1974, submitting for favorable consideration a legis- lative proposal to change dates to allow additional time for preparing real property tax bills and allowing more time for taxpayers to make the first payments. Recommend support of the bill and lobby for its introduction. • 410 LC-15 - 4 - February 26, 1974 RECOMMENDATION 4F„ 4- .No. 1 : LEGISLATIVE BILLS Recommend support of SB 1850 and HB 2625 relating to public improvements in the County of Hawaii and making appropriations thereof.
