The following are the recommendations of the Social & Cultural
Development Committee which were considered at its meeting of
February 16, 1973:
COMMUNICATIONS
No. 80: HAWAIIAN LANGUAGE
From Walter S. Tachibana dated January 11, 1973 ,
informing that he believes that Hawaiian words
should be spelled and pronounced correctly instead
of the manner now used in the county and state to
appreciate the unique culture that was once present
on this island. Urges the Council to have Hawaii
County be the first in the state to begin the use
of the inverted apostrophe and the macron in all
County stationery, signs , letters , maps and in
oral communication.

No. 90: NORTH KOHALA HISTORIC PRESERVATION PLAN
From Planning Director dated January 8, 1973 ,
informing that the greatest support which the
County could lend to the "Kamehameha Historic
Park" project would be funding. Suggests that
the Division of State Parks be contacted in
regard to the status of the project and how the
County can best support the implementation of
the plan.

No. 91: HOSPITAL RATES (RESOLUTION 17)
From Governor Burns dated January 11, 1973,
acknowledging receipt of Resolution 17 pertaining
to the proposed increases in hospital rates in the
County/State hospitals. Advises that the hospital
rate increase proposal has been carried out in
accordance with Chapter 91, HRS , to raise rates to
provide hospital revenues, based on charges , to
recover 90 percent of operating costs. The Internal
Revenue Service disallowed the proposed rates ,
allowing only the percentage increases contained in
Resolution 17. These rates will generate revenue
to recover about 59 percent of the operating costs
on a Statewide basis for the fiscal year 1973-1974.
In order that the public hospitals may keep abreast
of changes and advances in medical sciences and
continue to provide a high level of patient care
in Hawaii , they must continue to strive and to
improve the financial integrity of the hospitals.
Bringing the hospital rates as nearly as possible
to a cost basis is only one of their goals in the
administration of the hospitals.
91.1: From Dr. Walter B. Quisenberry, Director of
Health, dated January 12, 1973, acknowledging
receipt of Resolution 17 and explaining their
justification and rationale for the increases
in hospital rated in the County/State hospitals.

�No. 103: PENAL CODE - GAMBLING PROVISIONS
From Prosecuting Attorney Paul M. De Silva dated
January 22, 1973, submitting general comments
concerning Hawaii' s new gambling law. It is his
general impression that this provision will not
accomplish its objective, i.e. , to distinguish
between gambling which society has come to accept
and that conduct which is exploitive. It is his
opinion that the new law should be repealed for
the reasons stated in his letter.

4 ! - No. 140: GAMBLING SECTION OF PENAL CODE
From Representative Dennis O'Connor, Chairman, House
Judiciary Committee, dated February 9, 1973, informing
that his Committee will consider amendments to the
present Gambling Section to simplify the language
contained in it and to clear up any legal problems
which might exist concerning the section while
effecting the basic intent of the Legislature.
Extends invitation to attend their hearing to be
held on February 20, 1973 on H. B. 60 and 461 or
to submit written suggestions.
Inform Representative O'Connor that the
Council is in complete accord with the
intent and purpose of the gambling section
in the Penal Code and will support amend-
ments which will clear up questionable
areas in this particular section which
may present legal problems.
Also express appreciation and thanks
to the writer for his part in passing
the Penal Code which the Council considers
as one of the most important and progressive
piece of legislation passed by the last
Legislature.
Ac_ No. 141: CREATION OF A COMMISSION OF HISTORIC SITES FOR THE
COUNTY OF HAWAII
From SCDC Chairman dated February 15, 1973, submitting
copies of letters from the District Council No. 2 of
the Association of Hawaiian Civic Clubs, Island of
Hawaii , dated December 8 and 20, 1972 , recommending
the creation of a Commission of Historic Sites for
the County of Hawaii. Requests concurrence which
supports the intent and the discussion relative to
preservation of historic sites as spelled out in the
General Plan:

comments and recommendations from
the Planning Director and the
Parks & Recreation Director.
