The following are the recommendations of the Social and Cultural
Development Committee which were considered at its meeting of
April 27, 1973 :
COMMUNICATIONS
S .B. 1015 : HISTORICAL OBJECTS (Ushijima)
4cc-- (0-191) Proposes that all prehistoric or historic objects
wheresoever located within the state should belong
to the State. Private landowners or lessees shall
report any such findings on his property to the
department of land and natural resources. Such
private landowners would be compensated for any
remains excavated or removed from his land :
Recommend Council support
Senate Bill 1015 at the next
session of the legislature.

From Raymond H . Suefuji, Planning Director, dated
March 2$, 1973, submitting comments on House Bill 5$: •
Request the Legislative Auditor
in cooperation with the Corporation
Counsel and the Planning Director to
draft an ordinance relating to
historical preservation utilizing the
Suggested Guidelines for State
Historic Preservation Legislation.
A6.- No . 235 : THEATRICAL ENTERTAINMENT
From Mrs. Silas Bailor dated April 2, 1973, asking
the Council to continue to make it possible for the
Hilo Community Players to bring to Hilo the best in
theatrical entertainment :
Inform writer that funds are included
in the next fiscal year 's budget of
the Parks & Recreation Department and
recommend that the Council support the
budget request .

4a- No . 262: COUNTY ACTION COMMITTEE FOR YOUNG ADULTS
From Mrs. Frances C . Sherrard, Chairman, Hawaii
County Committee on Children and Youth, dated
April 18, 1973, informing that they support the
intent of the resolution adopted by the State
Commission on Children and Youth requesting that
the County Mayors, through the County Action
Committee on Young Adults, explore the resources
for developing and implementing summer leisure
time demonstration projects. However, informs
that they differ with the approach to take for
this county and requests that the Council support
the programs the Parks Department is developing
both by personal encouragement and by providing
adequate funding to do the job:
Recommend that the Council support
the programs of the Parks & Recreation
Department to provide quality
recreational activities for the
youngsters of the County.
to . 267 : FUNDING FOR SOCIAL PROGRAMS - H .C .R. 61
From George M. Takane, Clerk, House of Representatives,
dated April 17, 1973 , transmitting a copy of House
Concurrent Resolution 61 calling upon the President
of the United States and Congress to reevaluate
funding for social programs and to determine the
effect revenue sharing will have on such programs.
The resolution was adopted by the House of
Representatives and the Senate of the Seventh Legis-
lature of the State of Hawaii, Regular Session of
1973 :
