The following are the recommendations of the Social and Cultural
Development Committee which were considered at its meeting of
September 19, 1973 :
COMMUNICATIONS
, i2-No. 141.1: HISTORICAL SITES COMMISSION
From James M. Greenwell, President, Lanihau Corporation,
dated September 6, 1973, urging the Council to give
serious consideration to carefully balancing the make-up
of the membership of the proposed historical sites
commission with one common sense layman for every
archaeologist, sociologist, ecologist or person of
similar or related learning and background :

writer that the Council will
give his proposal serious
consideration.

From Raymond H. Suefuji, Planning Director, dated
September 5, 1973, informing that they will give
the Legislative Auditor their fullest cooperation in
drafting an ordinance relating to historical
preservation:

Philippines, dated September 7, 1973, expressing
appreciation for the brochures and County General Plan
sent to them and hopes that much will come out of the .

�No . 407 .1: HONOKOHAU STUDY ADVISORY COMMISSION
From County Clerk Tadashi Suzuki dated August 22,
1973, transmitting a copy of a resolution from the
Honokohau Study Advisory Commission to the Kona
Coast Development Company to immediately remove the
obstruction from the kuapa (man-made seawall) :

From Dorothea Carvalho commenting on the sea wall
at Kaimu and plans to build a wall at Laupahoehoe
Point so children can swim:

C- No. 431: SISTER CITY - TOWN AFFILIATION ASSOCIATION
From Councilman Carpenter dated August 23, 1973,
recommending the Council's participation in the
Town Affiliation Association, as recommended by the
Council 's ad hoc committee on sister city relation-
ship in May, 1972, on a 1-year trial basis and that
$300 be appropriated to cover the membership fee:

�No . 461: RACINE COUNTY - SISTER COUNTY
From Thor Lieungh, Supervisor, Racine County Board,
dated September 7, 1973, submitting a copy of the
resolution adopted by the Racine County Board making
Hawaii County an official Sister County of Racine,
Wisconsin:
Recommend that the County of
Hawaii accept Racine County as
its official Sister County and
request the Corporation Counsel
to prepare the appropriate
resolution.

zNo. 470: HAWAII HISTORIC PLACES REVIEW BOARD - PUBLIC MEETING
From Richard Paglinawan, Chairman, Hawaii Historic
Places Review Board, dated September 13, 1973,
inviting the Council to attend a special public
meeting to be held on Saturday, September 22, 1973 ,
at 10:00 a.m. in the Kahilu Hall, Waimea. The Review
Board, a part of the Hawaii Foundation for History and
the Humanities, designates historic and archaeological
sites and objects to the Hawaii Register of Historic
Places and nominates especially important sites to the
National Register of Historic Places :

/No . 471: VISIT TO SISTER CITY OF LEGAZPI
From Mildred Tolentino, dated September 17, 1973,
informing that the Department of Education has granted
her a Professional Improvement Leave to study Ethnic
Music related to the different ethnic groups of Hawaii,
for the school year 1973-74. Her study tour includes
Taipei, Seoul, Tokyo, Hong Kong and the Philippines.
Since the bulk of her studies will be concentrated in
the Philippines, informs that she would like to include
Legazpi in her itinerary and extend greetings from the
Sister City of Hilo :
Recommend that Miss Mildred
Tolentino be designated as an
official emissary from the
County of Hawaii to the Sister
City of Legazpi ; and request
the Corporation Counsel to
prepare the appropriate
resolution.
