HomeMy WebLinkAboutREP SCDC 012 03/13/1974 1972-1976 ' . 411 SOCIAL AND CULTURAL DEVELOPMENT COMMITTEE REPORT NO. 12 HAWAII COUNTY COUNCIL Hilo, Hawaii The following are the recommendations of the Social and Cultural Development Committee which were considered at its meeting of March 13, 1974: COMMUNICATIONS No. 43 .12: FIREWORKS ORDINANCE From Takashi Matsui, Chairman, Ad Hoc Committee on Fireworks Ordinance, HGEA, dated January 21, 1974, thanking the Council for amending the fireworks ordinance and reports that there have been drastic reductions in fireworks violations at the three public secondary schools in Hilo : Receive and file. /No. 431.2 : TOWN AFFILIATION ASSOCIATION, SISTER CITIES INTL. From Dante K. Carpenter, Chairman, Social & Cultural Development Committee, dated February $, 1974, submitting for information and files a copy of the report sent to the Town Affiliation Association, Sister Cities International: Receive and file. No. 6$7 : HUALIEN COUNTY From Fu-Show Huang, Magistrate of Hualien County, and Tony N. D. Pan, Chief of Public Relations, dated February 9, 1974, informing that they are arranging a visit to Hawaii in early June of this year: Receive and file. /Secc No. 703 : HUMANITIES PROGRAM From Arthur F. Mersereau, President, Cross Cultural Center, Inc . , dated February 13, 1974, informing that they have received a $7159.00 grant from the Hawaii Committee for the Hamanities to provide a series of Report No. /G File No. 6e.t2� ... This represents about 47 percent of funds needed to do the program. The balance must be provided by local sponsors in the form of matching funds, either in cash or in-kind, and reviews ways in which the County can assist them in implementing this program. They must raise a total of $7$26 .00 in order to meet their target of a dozen forums by the end of June: Recommend that the County of Hawaii offer in-kind services that may be available to the Cross Cultural Center for their humanities program. No. 720: BICENTENNIAL YEAR OF 1976 From John Pincetich, Executive Director, Hawaii Bicentennial Commission, dated March 4, 1974, extending his thanks for sending the information on the County's Sister City efforts and informs that it would be nice if during the Bicentennial Year of 1976 there could be some sort of cultural exchange with these cities which might add to the Bicentennial program: Receive and file. ,jam d- No. 724: SENATE BILLS From. Yamada, Council Chairman, dated March $, 1974, referring for discussion and appropriate disposition the following bills: S.B. 1469-74 - Relating to Real Property Exemptions for the Elderly S.B. 1617-74 - Relating to Senior Citizens of the State of Hawaii S .B. 162$-74 - Making an Appropriation for Renovations and Improvements of the Hawaii State Senior Center, Lanakila, Oahu Recommend support of S .B. 1469-74 and S.B. 1617-74, and receive and file S.B. 162$-74. SCDC-12 - 3. - March 13, 1974 Motion 32 : OPEN MARKET PLACE Social & Cultural Development Committee look into establishing an open market place within the City of Hilo, preferably at Mooheau Park: (Yadao/Carpenter) Comm. 735 : From Councilwoman Josephine R. Yadao submitting a report on the Model Cities "Open Market" program in Honolulu and a proposal for an Open Market in Hilo : Recommends that an ad hoc committee be appointed to work on the establish- ment of an open market in the City of Hilo . RECOMMENDATIONS , 8-, No. 1: 3-6-$ COMMEMORATIVE CELEBRATION TASK FORCE Recommends that $3,000 be appropriated to Hawaii County 3-6-$ Commemorative Celebration Task Force for operational expenses and planned conference ; and refer to the Director of Finance for funding. (De Luz/Yadao ) No. 2 : FUNDS TO WELCOME VISITING OFFICIALS Authorize the Council Chairman to utilize budgeted but unexpended funds allocated to the County Council for the necessary expenditures to welcome visiting officials.
