The following are the recommendations of the Joint Committee
comprised of the Finance and Public Works Committees which were
considered at its meeting of January 9, 1973:
COMMUNICATION
k,,, 6,- No. 41.1: FEDERAL REVENUE SHARING FUNDS
From Mayor Kimura dated December 22 , 1972 ,
recommending that the first payment of revenue
sharing funds be allocated as follows:
Housing $ 225,000
a. Kamana St. Ext. - $140,000
b. Keaau Elderly Hsg.
Access Road - 35,000
c. Kealakekua Elderly
Hsg. Access Road - 50 ,000
Sewer (Hilo Sewer Phase III) $ 260 ,000
Water (Waimea-Puukapu Trunk Line) 45,400
Roads 380, 085
$ 910,485
and that generally road improvement projects be
given priority in the allocation of future funds.
Feels that it would be helpful if a policy is
adopted to guide the County in programming road
improvements.
Submits for consideration an ordinance bill (No. 957)
creating the new projects and making supplemental
appropriation to existing projects.

The Joint Committee concurs with the
recommendation of the administration
on the allocation of the first payment
of revenue sharing funds and recommends
passage of Bill 957 on first reading.
The Joint Committee further recommends
the question of policy guideline for the
programming of road improvement projects
as suggested by the administration be
referred to the Public Works Committee
for further discussion.
