Your Committee on Finance, to which was referred Resolution No. 65-17 reports as follows:
Resolution No. 65-17, transmitted by Finance Director Collins Tomei, via Communication
No. 93 dated February 1, 2017, authorizes the Director of Finance to enter into negotiations for
the acquisition of tax map key: 7-3-003:010 situated in the district of North Kona, also known as
Lot 4 of Haleohiu Homesteads, utilizing the Public Access, Open Space, and Natural Resources
Preservation
Fund.
The 8.2 -acre property is listed as priority No. 10 on the 2016 Annual Report of the Public
Access, Open space, and Natural Resources Preservation Commission.
Ms. Eoff noted that this measure provides an opportunity to protect historical and significant
places both for its cultural importance while also providing opportunities to Open Space. She
also noted that the 8.2 -acre property is surrounded by subdivisions and would therefore satisfy
what she believes is one of the goals and priorities of the Kona CDP which is to have Open
Space within communities.
Mr. Kanuha stated he supports Resolution No. 65-17 and questioned what has actually been
taking place on that parcel given testimony that a group was doing work on the land. He also
inquired about the need to purchase if in fact work is currently being performed.
Hantana Ventura, Property Manager, stated this parcel is a snapshot of the past with unique
features, of which a small portion is being used for cultivation. Mr. Ventura noted if the County
decided to move forward with purchase of this property it would provide an opportunity to
expand the utilization of the parcel and also provide future generations a better perspective of
time past.
Pursuant to Chapter 2, Article 42 of the Hawai'i County Code, the Director of Finance may be
authorized to enter into negotiations for the acquisition of property utilizing the Public Access,
Open Space, and Natural Resources Preservation Fund.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 65-17,
and recommends its adoption.
