The following are the recommendations of the Planning, Research
and Development and Public Works Committees which were considered at
its meeting of September 5, 1973:

Chairman of the Kailua Special District Committee of
the Kona Chamber of Commerce, dated March 7, 1973.
e- 199. 1: From Councilman William Kawahara dated March 12, 1973.
Le. C_ No. 416: ALII DRIVE
(Res. 108) From Haruo Oda, Assistant Corporation Counsel, dated
August 20, 1973, transmitting as requested by
Councilman Kawahara a resolution opposing the
turning of Alii Drive in Kailua-Kona into a "Mall. "
,L.C-No. 432: MALL PLAN
From the Mall Survey Committee dated August 26, 1973,
submitting the survey taken of the occupants of the
proposed Mall Improvement District area in Kailua-
Kona.
Refer to the Special Kailua Committee
(Rec. 1/PRDC-14) and recommend the
following for its deliberation:
1. That the County not be a signatory
to the Kailua Improvement District
petition.
2. That the improvement district proposal
be dropped if the required percentage
of affected property owners is not
obtained.
3. That the question of liability be
posed to the Corporation Counsel on
those property owners who have gotten
variances in the past on the assumption
that they were going to vote for the
mall but who are now opposed to the
