for either filing the bill or amending it to provide
necessary safeguards.

(Bill 39) From Mayor Shunichi Kimura dated April 5 , 1974, submit-
ting for favorable consideration a bill to clarify the
line of succession of the head of the County Civil Defense
Agency in the absence or inability of the Mayor to serve
as the head. Under the amendment, the successor shall
be as provided by Section 5 - 1. 6 of the Charter and
Chapter 2, Article 1, Section 4 of the County Code.
Approve and recommend passage
of Bill 39 on first reading.
