The following are the recommendations of the Social and Cultural
Development and Recreation Committees which were considered at its
meeting of April 24,1974:

COMMUNICATIONS •
/No . 20.1: KAIMU BEACH
• Copy of letter to Colonel Leonard Edelstein, District
Engineer, U. S. Army Corps of Engineers, from Governor
John A. Burns dated 'February 2$, 1973, informing that
they find the draft environmental impact statement for
ro osed beach im rovements at Kalapana to be An-

. ' sufficient with respect to ' potentially viable and
possibly preferable alternative actions. Transmits the
recommendation from the Environmental Council and its
accompanying staff report which will provide the basis
,for those alternatives which should be further inves-
tigated . . Expresses hope that the Corps of Engineers
will modify the draft EIS and resubmit it for their
further study:
20.2: From Dante K. Carpenter, Chairman, SCDC/RC, dated
October 25, 1973 , transmitting for information the draft
of environmental statement for Kaimu Beach and a copy of
the Kaimu Beach Detailed Project Report dated June 1972 .
Also informs of the timetable for the project :
X20.3 : From Dante K. Carpenter, Chairman, SCDC/RC, dated
February $, 1974, transmitting for information the copy
of the Final Environmental Statement and the Statement
of Findings for the Proposed Shore Protection of Kaimu
• Beach, submitted by the Corps of Engineers:
20.4: . From Colonel Leonard Edelstein, District Engineer,
Corps of Engineers, dated March 1, 1974, informing that
one of several local assurances they need to have before
construction can begin is for the Council to reaffirm
their previous positive position in view of the substantial
increase in the project cost :

'No. 20.5 : Copy of letter to John Kelly, Spokesman, Save Our Surf,
from Colonel John A. Hughes, Division Engineer, Corps
of Engineers, dated March $, 1974, informing of the
reasons why they do not plan to hold another public
meeting on the project :
X20.6 : From Council Chairman Robert M. Yamada dated March 20,
1974, transmitting for information a Newsletter from
the U. S . Army Engineer Division regarding the EIS for
Kaimu Beach :
120.7 : From Clarence S. Fujii, Corps of Engineers, dated
April 5, 1974, transmitting a copy of the final environ-
mental statement for the Kaimu Beach project which
contains copies of letter from Governor Burns and a memo
from Dr. Marland, Chairman of the Environmental Council,
urging the Corps of Engineers that construction of the
submerged breakwater not be undertaken until a monitoring
program on the replenished beach shows that such additional
construction is necessary.
If the Council decides to proceed with concurrent construc-
tion, i.e. , placing of sand and construction of the break-
water at the same time, informs that they need assurance
that the Governor approves of this procedure . The primary
benefit from the concurrent construction is the cost
reduction. The difference in cost is that the 3-phase
construction (replenishment of beach, monitoring program,
and construction of breakwater) is estimated at 62 million
and the concurrent construction is estimated at 51.7
million:
20.$: Copy of letter to Mayor Shunichi Kimura from Colonel
Leonard Edelstein, dated April 2, 1974, informing that
under the authority of Section 103a of the River and
Harbor Act of 1962, as amended, the Kaimu Beach Erosion
Control Improvement has been approved . For record purposes,
the date of this notification is considered to be the date
of final project approval and adoption.
Also advises that the County of Hawaii has agreed to fulfill
the necessary requirements of local cooperation, as contained
in his letter :
20.9 : Testimony given by Q. D . Stephen-Hassard on behalf of the
Puna Lions Club at the April 3 hearing at Pahoa School,
supporting the joint effort by the Corps of Engineers and
the County to protect Kaimu Beach:

C- No . 20.10: From Legislative Auditor R. B. Legaspi dated April 23,
1974, submitting quotation for Plan I and Plan II, and
funds presently appropriated or expected to be available
for the Kaimu Beach project :
Reaffirm previous position of the
Council for the restoration of
Kaimu Beach and commit the sum of
$1.1 million (County/State share of
the estimated $2.1 million project
cost ) for the three-phase implemen-
tation plan prepared by the Corps
of Engineers.
