The following are the recommendations of the Finance and Agriculture
& Visitor Industry Committees which were considered at its meeting of
June 10, 1974:
COMMUNICATIONS
4 C- No . 246 .1: INSURANCE ASSISTANCE - SAMPAN BUS
From Stanley A. Nakamae, Director of Finance, dated
May 7, 1974, recommending that sufficient funds be
appropriated to assist sampan bus operators in
purchasing insurance to continue bus service in Hilo
until implementation of the County's transportation
system:
Rescind action on C-246 .1 (Council
meeting of May 22, 1974) and recommend
the following:
(1) that full subsidy for insurance be
provided the sampan bus operators to
continue bus service, as requested by
the County; and
(2) that the Director of Finance be
requested to set up the funds.

(Res. 237) CAPTAIN COOK, SOUTH KONA (C-5$7/FC-16 )
From Mayor Bruce McCall dated May 29, 1974, requesting
approval of the lease terms and authorization to
execute the lease with Kealakekua Ranch Ltd . for space
in the former Sure Save Market building in Captain Cook
for County office use:
Approve request and recommend adoption
of Resolution 237.

8/No. 836.1: ANIMAL QUARANTINE STATION (C-836/FC-24)
From Mary C . H. Smith, President, Hawaii Island Humane
Society, dated June 1, 1974, responding to a letter
from Mrs. Linda Van Hoosear regarding an animal quarantine
station on this island . Feels that quarantine is a state
responsibility and informs that present cost figures are
not available for building and operation but presumably
very high:

Legislative Committee for lobbying
at the next session of the Legis-
lature for the establishment of an
animal quarantine station on this
island .
/No . 862 : SING OUT HILO - REQUEST FOR FUNDS
From Council Chairman Robert M. Yamada dated June 5,
1974, referring for appropriate disposition a request
for financial assistance from Sing Out Hilo on a
contractual basis to produce and perform at Expo 174
in Spokane, Washington, on July 13, 14 and 15, 1974 :

June 10, 1974, submitting an opinion as to whether the
County may lawfully assist the Sing Out Hilo group by
the expenditure of public funds:

No . 865 : PRICE ADJUSTMENT CLAUSE IN ASPHALT AND TIRE CONTRACTS

escalation clauses in construction contracts as
suppliers of asphalt and tire products are facing
difficulty in bidding on proposals to supply these
items to the County over a one year period :

(Res. 23$) From Stanley A. Nakamae, Director of Finance, dated
June 3, 1974, requesting adoption of a resolution to
approve a contract for helicopter services for a
period beyond one year but not exceeding three years
and that sufficient funds be budgeted in the following
fiscal years to cover the obligation of the County
under this multi-year contract :
