The following are the recommendations of the Public Works
Committee which were considered at its meeting of January 10, 1969 :

No . 2145 : Chief Engineer - Re : Parking Lot at Old County
Building Site (C-1155) -- Request appropriation for
land acquisition; appraised valuation of land is
$36,600; court charges for condemnation proceedings •
will be about. $1, 000.00:
Defer acquisition of land
indefinitely until need is
justified by County.
Recommends that County go
ahead with paving of area
already available and parking
meters be installed .
?o . 2526 : Purchasing Agent - Informs that a study was made
on Bid Proposal No . 88, Motor Grader, Payloaders,
and Tractor Shovel and found that they do not
meet the specifications, therefore recommends
rejection of these bids :

No . 2614: Chief Engineer - Re : Malaai Road, Waiakea Homesteads -
Informs that request has been received from Mrs . Edna
Azevedo for consideration to improve the vertical
sight distance of the Malaai Road near Alawaena
intersection. Estimated cost to lower the grade at
the high point about 4 ft . , pave 10 ft . wide pavement
and provide drainage ditches with County forces is
$5, 000.00. Additional 51, 300.00 is needed to provide
for the relocation of the 6" water line, of which
$900.00 is the Board of Water Supply's charge .
Since funding is large amount to be taken from South
Hilo District R&M fund, authorization and funding
are requested for the improvement . If project is to
be by contract, additional $2, 000.00 for road and
water line relocation would be required ; therefore
recommends that County forces do the work: •

ZiaA./ . No . 2735 : Chief Engineer - Submits report on Mrs . Clement Borges '
request to pave a section of the Olaa New Tract Lots
Roads, TMK: 1-$-06 . The estimated: cost toave a
10-ft . width for a distance of 1400 ft . is $4 900 .00.
The estimated cost for the total 3600 ft . is $12, 600.00:

�No . 2776 : Chief Engineer - Submits report on the request made
by Rev. Russell and informs of the following :
1 . Painting of marked parking stalls can be
implemented, if so directed. (Marked stalls
will call for enforcement by the police in
case of improper parking. )
2. Installation of traffic lights at the inter-
section of Kinoole and Mohouli Streets has
been referred to the Hawaii County Highway
Safety Council . (Cost estimate is $6, 500.00. )
3 . Erection of "BE QUIET" signs requires Board
authorization - adoption of an ordinance is
• necessary for proper police enforcement of
the provision:

Hilo Electric Light Co . , Ltd . , has been instructed
to install street light near the Neighborhood Store .
Cost estimate is 520, 000.00 to install two 65"x50"
metal arch culverts:

Church - Submits resolution concurring with the
action taken by the people at the tourism conference
to limit the construction within the Kailua resort
village to a 3-story maximum height :

Hawaiian Mission of Honolulu - Informs of the
celebration which will be held in Kailua-Kona on
April 4, 1970, and requests the assistance of the
County to prevent the oldest church structure from
being dwarfed by a modern hotel:

Church in Kailua-Kona:

amend the zoning ordinance to restrict height of
buildings to 3 stories within the surrounding area
of a historic structure :

their objections to the height limitation in Kailua-
Kona, and urge a 7-story limitation. If a limitation
is necessary, 4 stories for accommodations and 2
stories for off-street parking would eliminate the
parking problem:

Informs that his clients, Mr. Thomas W. - Giles and
Mr. William L. Burch, purchased approximately 15, 000
sq. ft . of property located in Kailua-Kona, for the
purpose of building a seven story condominium apart-
ment building, and are opposed to the lowering of
the present height limitations .
Requests that the Commission answer the questions
posed in the communication, otherwise legal action
will be instituted in the United States District
Court to determine the validity of any proposed
ordinance lowering the present height limitation:

State would be willing to arrange for right-of-entry and/or easellient
to the County of

Cugar Company, we have written to the lessees re7.arding the subject
matter, nr. Araulo has not repliea. Mauna Roo Sugor Company, Inc. 's
April 1.8, /969 letter, which we believe is self (-1x1;lanatory, is enclosed.
We would like to pursue the right-of-entry arrangement now. Later,
should the need for a permanent drainage easement become more evident,
we shall pursue this course of action.
