The following are the recommendations of the Public Works
Committee which were considered at its meeting of January 31, 1969:
COMMUNICATIONS
h 6„, . No. 2910: Governor Burns
Submits reply deferring the Board's request for the
reconsideration of the overpass-underpass at Hilo
High, Hilo Intermediate, and Hilo Union-Riverside
Annex Schools; would appreciate continuing investigation
of the matter:
Refer to the Senate Ways and
Means Committee.
No. 11: Raymond Suefuji, Director of Planning
Submits the Commission's recommendation to change
two (2) parcels of land (62.45 acres) located adjacent
to the. new Kealakehe School site from Agricultural
1-acre in an Urban District to Residential Single-
Family 7, 500 sq. ft. minimum sized lot (RS-7.5) ..
Recommends adoption of the proposal and subsequent
amendment to Section 7.02 of Ordinance No. 74:

Re: Request of Mrs. Catherine S. Ozawa to Lay Private
Waterline Within Government Road Right-of-Way (Canney
Road, Mt. View) - Recommends that Council approve the

Re: Driveway Ordinance Variance Request by Gus Fujimoto
& Tetsuo Nagao of Honokaa - Recommends that a variance
be granted by resolution and with concurrence of the
Planning Department.
23 .1: Chief Engineer submits follow up of C-23 :
Approve recommendation.
No. 24: Larry S. Isemoto, Chairman, Highway Safety Council
Submits the following for consideration:
1. PWC-53/Rec . 5 - Placing of "caution signs" near
parks and playground areas.
Recommends against the placement of caution signs
near parks and playground areas.
2. PWC-55/Rec . 2 - Extending Lowered Speed Limit on
Belt Highway Beyond Papaikou Up
to the Residential Area.
Recommends that subparagraph 10-5 (e-4) of
Ordinance No. 39 be amended to read: "Hawaii Belt
Road, in Papaikou, from the Honokaa side of Kapua
Bridge to the Kalaoa Camp Road", thus extending
the 45 mph speed limit to this area:
Accept both recommendations;
request Corporation Counsel to
prepare amendment (Item 2) .
No. 25: Larry S. Isemoto, Chairman, Highway Safety Council
Submits the following for consideration:
1. Logging Trailer Hazards
Hazard caused by the protruding steel beam of the
trailer extending beyond the rear axle when
adjusted for shorter loads.
Recommends that Ordinance No. 39 be amended by
adding paragraph (a) to Section 20-15 to correct
hazard. Paragraph (a) requires the installation
of safety features as red lamps and/or red flags
to the extreme rear of trailer on sections extend-
ing in excess of six (6) feet back from center
of rearmost axle.

(25) 2. Pedestrian Walkway in Keaau, Puna
Requests that an a.c. pedestrian walkway be
constructed, a distance of about $46 feet, along
the makai side of the road fronting Puna Hongwanji
Church to the first entrance of Keaau Loop Road.
Cost estimate is $$, 500.00.
3 . No Parking on Gym Side of Kaohe Homestead Road
from Pahoa Road to Pahoa School Gym
Recommends that Section 6-7 of Resolution No. 175
be amended to prohibit parking by adding: "On the
west side of Kaohe Homestead Road from the .Pahoa
Road to and including the Pahoa School Gym."
4. Amendment to Regulate Angle Parking .
Recommends that Section 16-3 of Ordinance No. 39
be amended to regulate parking in angled parking
stalls to prohibit a motorist from parking with
a portion of his vehicle extending out onto the
roadway:
Approve recommendations 1, 3
and 4 and request Corporation
Counsel to prepare amendments.
Refer recommendation No. 2 to
the 1969-70 CIP budget .
Request Highway Safety Council
to look into the possibility of
requiring slow moving vehicles
travelling under the minimum
speed limit to be equipped with
a more noticeable rear safety
feature in order to preclude
accidents.

for the original cost of $2,49$ plus interest and
informs that Dolphin, Inc. would bear construction
cost for the realignment of the sewer line :
Accept offers of purchasing
the sewer easement and of
bearing cost of relocating
sewer line.

This amount will be reimbursed by the State.

on diversion of water coming into the affected area.

COMM. 34: George S. Yuda of Law Office of John T. Ushijima, representing
Mr. Patterson, Dolphin, Inc. re: Sewer Easement, Dolphin
Property in Kailua, Kona - Considers easement unnecessary as
property serviced by said easement is now owned by Dolphin,
Inc. Recommends that County sell them the easement rights
for the original cost of $2,498 plus interest and informs
that Dolphin, Inc. would bear construction cost for the
realignment of the sewer line:
Refer the legal question as to whether •
the easement can be sold and the
questions posed by Mr. Twigg-Smith and
the Rev. Boshard to the Corporation

Avenue .. We recently improved the portion of the stream within the Waianuenuo
Avenue right-of-way.
