P-1614, Improve Existing Steep Grade on Honokahau Road, was received by J. M. Tanaka Construction, Inc. , in the amount of $12,361.00. Since the bid submitted is over the ceiling of $8,000.00 (PWC-47/C-2437) , requests direction in the award of the bid. Received and filed. Request the Chief Engineer to cut the bank facing the Kau side of the junction to give a better view to the oncoming traffic. Ushijima, .�` representing Mr. Patterson, Dolphin, Inc. re: Sewer Easement, Dolphin Property in Kailua, Kona - Considers easement unnecessary as property serviced by said easement is now owned by Dolphin, Inc. Recommends that County sell them the easement rights for the original cost of $2,498 plus interest and informs that Dolphin, Inc. would bear construction cost for the realignment of the sewer line. Subdivisions - Informs that the road dedication deeds for certain roadways in the above subdivisions are in order and recommends acceptance of same. The Chief Engineer has reviewed the deeds and informed that the roadways within the subdivisions have been constructed and completed according to County standards. Request Mayor to sign the Conveyance Tax Certificates before transmittal to the Bureau of Conveyances. Refer to the Chief Engineer for study and recommendation and report back to committee. Recommends that this matter be referred to the Traffic Commission for their determination and establishing zones or sections where the parallel or diagonal sections be permitted. No . 117: Chief of Police Informs that the report of brake failure involving a state-owned school bus at Ocean View Estates in Kau has been investigated and it was found that the bus was not in service at the time of the defect. Only after the defect was corrected was it put into service: Refer communication to residents of Hawaiian Ocean View Estates, c/o Mr. Karl 'Embrey. No . 122: Chief Engineer Submits report on the flooding condition on Ainalako Road, Waiake a, Hilo., Hawaii: Recommend that County proceed with the installa- tion of culverts as recommended by the Chief Engineer. Funding referred to the Chief Engineer for a recommendation back to the committee. PETITION • ,_, l'ex No . 1: Residents of Hawaiian Ocean View Estates petitions the Council to advance plans for the improvement of the road from Waiohinu through Hawaiian Ocean View Estates. Refer to the Chief Engineer for study to update the road to meet County standards. No . 2: Citizens of Kona request early consideration in resurfacing the Mama.laho a Highway from Dr. Boone ' s Office to the Kona Theater. (Chief Engineer' s report attached.) Refer increments two and three to the 1969-70 C IP budget. • III • PWC Rep. 4 - 7 .- Feb. 28, 1969 ORDINANCE `Bill 574: An Ordinance Amending Section 10-5 (e-4) , Pertaining to Speed Limits, of Ordinance No . 39 (Traffic Ordinance) , Revised Ordinances of the County of Hawaii 1967 - "Hawaii Belt Road, in Papaikou, from the Honokaa side of Kapue Bridge to the Kalaoa Camp Road." Amend as follows: "4. Hawaii Belt Road, in Papaikou, from the Hilo side of Kapue Bridge. to the Kal ao a Mauka Camp Road. " RECOMMENDATION 4, 4,.. No. 2342 °° Capt. Cook Community Association's Request for Resurfacing of Mamalahoa Highway South of Dr. Boone's Office in Kona Our department contacted Mr. Masayuki Kawasaki , secretary of the Capt. Cook Community Association, to discuss and determine the extent of the community's request. Since the extent of the request could not be ascertained,wa have made alternate cost estimates in sections for the Board's consideration, which are as follows: • 1 . Kainaliu (Dr. Boone's Office) to Konawaena School Road Junction (5,850 lin.ft.' at $6.00/ft.) $ 35, 100 2. Konawaena School Road Junction to State Highway Project , No. WPH-8F near the Kona Theater (9,300 lin.ft. at $6/ft. ) 55,800 3. State Highway Project FAP-8G near the Machado Store to Honaunau' Post Office (23, 150 lin.ft. at $6.00/ft.) ... .. . 138,900 TOTAL .... . .. . . $229,800 . The above estimates are based on resurfacing the existing 23-foot pavement with I-I/2 inch A.C. , dressing the shoulders and constructing smooth connections to • existing driveways. 1 . • Due to the, enormous funding required, it is recommended that the improvements be programmed in the FY-1969-70 C.
