No . 135: Chief Engineer Re: 1"lotion 6/PWC-3 - Drainage Problem - Mr. M. J. Tavares Recommends that the existing sump be cleaned and deepened to make it more functional at a cost of $3,500. Also recommends the construction of an additional sump along Kawili Street at the intersection of Holomua and Kawili Streets at a cost of $5,000. Approve recommendations of the Chief Engineer and refer to the Mayor for his consideration and funding. S PWC Rep. 5 - 4 - March 14, 1969 „(2,,,,A0 ,, No . 136: ChiefEngineer Re: otion 148 - Installation of Lights at Waipio Lookout Point (PWC-3/C-2770) -- Informs that cost for the installation of wiring and fixtures for floodlights and the pavilion at the time of construction in 1967 would have been $6,500.00 and Helco ' s service charge was $593.00. Present estimates for the lighting system is $10,000, which includes Helco ' s service cost of $800.00: • Refer to the Mayor for his consideration for inclusion in the CIP 1969-70 budget. , L p-,Y.• No . 137: Chief Engineer Re: Notion 13 - Ahualoa Homesteads Road -- Informs that cost estimate to provide a passable road is $13,800 (including $2,500 labor cost) . The estimated cost covers the construction of a 10-foot wide gravel road for 2,640 lineal feet within an unimproved State right-of-way. A right-of-entry must be obtained from the State Department of Land and Natural Resources in order to utilize this government road reserve right-of- way: Refer to the Mayor for his consideration for inclusion in the C IP 1969-70 budget. a; &,,, . . 138: Chief Engineer Re: Kaohe Homestead Road, Puna (C-1816/PWC-40 & 42) - Transmits petition signed by Albert T. Kudo , et al , regarding request for partial paving of Kaohe Homestead Road in Puna. Informs that the department has been carrying out the maintenance of the road ($20,706.41 - total maintenance cost for the past five years) but no capital improve- ments have been done since no funds have been appropriated to perform such work: Request Chief Engineer to include cost of paving Kaohe Homestead Road in :the Capital Improvement Budget for the next fiscal year on an incremental basis to alleviate the present condition of the road in areas that need to be considered first. Evensen' s February 9, 1969 Request for Maintenance and Tmprovement Memorandum to the Mayor informing that the road is in fairly good condition and that any major improvement such as widening of the road and improved drainage be considered in the next fiscal year' s CIP budget if the Council so directs: Accept the recommendation of the Chief Engineer that this request be considered in the 1969-70 C IP budget. 140: Deputy Chief of Police Request that the Council take appropriate action to rectify the serious problem of access to the newly t constructed Honokaa Police Station. There are presently no paved sidewalks, parking areas and roadways. ORDINANCES Bill 575: An Ordinance Amending Ordinance No . 39 (Traffic Ordinance) , Revised Ordinances of the County of Hawaii 1967, by Adding A Paragraph to Section 17-8, Relating to No-parking Zones -- "Puna-Kaohe Homestead Road, on the west side, from the Pahoa Road to and including the Pahoa School Gym: " Recommends adoption of the pro- posed ordinance for second �� reading. � Bill 581: An Ordinance Making It Unlawful to Permit Dogs to Run at Large: Refer to the Police Department and the Humane Society for study and comments as to how Bill 581 differs with Ordinances 15 and 49 and also ways in which Bill 581 could strengthen these ordinances which are already in existence, and report back to committee.
